广州市城管委副主任鲍伦军表示，为了使计量收费试点更具代表性，按照“便于操作及可推广性，有代表性”的原则，广州在原来提出的19个试点中，遴选了3个试点，并重新选取了3个新点，目前共有6个试点。按袋计量收费的有5个点：越秀区广东省民政厅宿舍、海珠区黄埔村、黄埔区文冲街公安小区、天河区云龙苑、萝岗区联和街黄陂新村东区(对居民按袋计量)；按桶计量收费的有2个点：荔湾区立白集团动感小西关、天河区云龙苑(对物业按重量计量)，其中，天河区云龙苑既是对居民按袋计量的试点，也是对物业按重量计量的试点。
据介绍，按桶计量是指，在垃圾收集时进行随现场统计桶的数量或现场称量，适用于垃圾产生源相对集中、产生量相对较大的行政事业单位及社会团体类以及企业等单位，不适于居民类和小型个体工商户类等垃圾产生量较小的个人和单位。因此，主要选择物业服务企业作为试点。
按桶计量的收费标准是：厨余垃圾不收费(其他垃圾混入量不得超过5%)；其他垃圾0.3立方米或每100公斤13.5元，如按标准桶折算120升每桶6元、240升每桶12元。
而按袋计量收费，即是居民家庭通过购买政府指定的特制的不同容积的专用垃圾袋，来实现垃圾按量收费。
按袋计量收费的标准是：根据现行收费每月每户15元的标准，厨余垃圾分大(7升)、中(5升)、小(3升)三种规格进行计量收费，大袋每个0.2元、中袋每个0.15元、小袋每个0.1元，厨余垃圾以外的垃圾混入量不得超过5%。其他垃圾分大(12升)、中(7升)、小(5升)三种按照以下垃圾袋规格及价格进行计量收费，大袋每个0.5元、中袋每个0.3元、小袋每个0.2元。
上述两种方式下，可回收物均有偿回收，而有害垃圾单独排放、收集，不收费。

居民每月交15元垃圾费
根据计划，接下来将按照宣传组织、定时定点投放、计量收费、监督管理、计量收费常态化5个阶段开展试点工作。试点期间，维持现有收费方式不变，每户居民每月仍要缴纳15元的垃圾费，并可折算领取相应个数垃圾袋。据悉，目前，广州已完成对试点项目的培训，各试点区对照市城管委的方案相应地制定了实施方案，有的试点项目已经开展了前期的宣传工作。

12月21日起至明年1月20日为定时定点投放阶段，投放地点选择原则上居民步行时间不超过5分钟。本阶段的目的在于巩固居民垃圾分类和使用专用垃圾袋投放的习惯，培养定时定点投放垃圾的习惯。该阶段将按收费标准给居民发放厨余垃圾袋和其他垃圾袋，具体型号由居民自行选择，厨余垃圾、其他垃圾分别用专袋投至相应的垃圾桶中。

从2014年1月21日至2月20日，为计量收费阶段。本阶段目的在于培养居民垃圾分类按袋计量收费的习惯。在原有运作基础上，由居民按实际垃圾产生量在试点社区指定地点选购厨余垃圾袋和其他垃圾袋。维持现有收费方式不变，居民购买专用垃圾袋后，返还所缴垃圾处理费和卫生清洁费，具体返还形式由街道办、环卫部门或物业服务企业确定。
计量收费常态化阶段为2014年2月21日至5月20日，本阶段的目的在于检验试点能否常态化。该阶段将由居民按实际垃圾产生量购买厨余垃圾袋和其他垃圾袋。其他要求和做法同计量收费阶段。
而从2013年12月21日至2014年5月20日，则为监督管理阶段。本阶段贯穿于定时定点、计量收费等阶段，以奖惩手段推行垃圾分类计量收费的实施。在此过程中，各区城管局、街道办事处负责加强对试点生活住宅区的指导、监督，做好相关数据的统计、汇总，每月对试点情况进行一次经济效益分析和运行效果评估。
其中，试点社区所在街道安排专人负责试点相关数据的统计工作，每月对垃圾分类准确、减量效果明显的家庭分3个级别给予赠送5个、10个、15个中号其他垃圾袋作为奖励。
根据《广州市城市生活垃圾分类管理暂行规定》，不按规定分类投放城市生活垃圾的，责令改正，拒不改正的，对个人处以每次50元罚款，对单位处以每立方米500元罚款，不足1立方米的按1立方米计算。
