Property taxes imposed by taking into account regional differences

  房产税征收考虑地区差别


  在29日国务院新闻办举行的“解读三中全会精神”外国专家专场报告会上,国务院发展研究中心副主任刘世锦就十八届三中全会精神、中央全面深化改革的重大举措和意义,就国内外关切的改革热点问题进行回应和解读。


  房产税:第一步要清费立税


  针对大家普遍关注的房产税问题,社会上很多人认为,老百姓买房子交的各种税费已经很多了,如果再征收房产税是否会加重百姓负担?


  刘世锦表示要加快房地产税立法并实施推进改革。他说第一步就是要清费立税。把一些费用进行规范,转化为税收。


  他指出,我国的房地产市场有明显的区域性——北上广等地的房价很高,但是一些二三线城市的房地产市场已经出现供过于求的局面。因此,未来房产税的征收要因地制宜,考虑地区差别,给地方政府比较大的自主权,根据地方的情况作出决定。


  《决定》同时提出要深化税收制度改革,完善地方税体系,逐步提高直接税的比重。对此,刘世锦说随着中国经济发展,个人收入比重上升,个人拥有的财产数量逐步增长。针对个人财产征收的直接税比重也会逐步上升。


  刘世锦同时指出,我国财政税收体系存在一个突出问题,即地方特别是基层的事权比较多,但是财权不足。要解决这个问题,除了中央政府加强转移支付外,还要增加地方税的税种,完善地方税体系。这方面的改革以后要逐步推进。


  小产权房:还需要深入研究


  农村土地制度的改革,关系着亿万农民的切身利益,一直是国内外关注的改革热点。据有关方面统计,近年来我国上访和群体事件中的70%左右与征地拆迁有关。


  实际上,大量的农村集体土地已经进入了非农建设领域,这在东南沿海地区和大城市的城乡结合部尤为突出。


  刘世锦指出,《决定》对农村集体土地制度改革加以推进,主要是集体土地入市交易和农村宅基地两条。有些人担心农民把住房卖了,或者抵押、担保了,如果生计无着,连落脚处都找不到,可能会引起社会问题。刘世锦回应说,这种担心是不无道理的,所以对这项改革要慎重稳妥。他指出,这项改革首先要修订有关法律,然后在一些地方进行试点,如果可行,再逐步推开。


  最近,有的地方小产权房开始涨价。刘世锦表示,有关部委已经下发了通知,不能认为推进农村集体土地制度改革,就意味着小产权房的合法化。他说小产权房问题非常复杂,有些小产权房不符合规划,有些缺少基本的合法手续。如何解决小产权房的问题,还需要深入研究。
