　　赵正永要求，各级党政机关要把传达学习《条例》作为当前教育实践活动的重要内容，迅速传达、认真学习，使《条例》精神内化于心、外化于行；要把《条例》作为一面镜子，逐条对照原文，对节约型机关建设开展一次全面检查，努力建立和形成不能不愿不敢浪费的长效机制。

　　同时，赵正永要求各级干部要认真弘扬言行一致、表里如一优良作风，坚持讲实话、办实事、求实效，严格执行《条例》、中央八项规定和有关纪律，各级领导干部要牢固树立制度面前没有特权、纪律约束没有例外的意见，强化“高压线”不能碰、“红线”不能踩的观念。
