　　本报济南11月28日讯(记者 尹明亮) 27日，山东省编办印发《关于取消事业单位法人年检完善监管机制的通知》，从2014年起，各级编办将取消针对全省6万多家事业单位法人的年检，不再对事业单位年度报告书及其他相关材料进行集中审查，代之以年度报告公开制度，让事业单位更多接受社会监督。

　　“对事业单位来说，每年一次年检，需准备大量纸质材料，有的多次往返，疲于应付，增加了行政成本。”山东省编办相关负责人介绍说，作为向全省6万多家事业单位提供优质便捷服务的具体举措，取消法人年检也是省编办从自身做起，率先垂范，带头推进职能转变、简政放权的具体体现。

　　据介绍，在此次取消年检制度以后，将代之以事业单位年度报告公开制度。我省将针对事业单位建立专门的全省统一的信息公开平台，向公众公开各级事业单位的年度报告。根据通知的要求，事业单位年度报告包括年度报告书及其他相关材料。

　　在报告公开的程序安排方面，与以往进行年检的时间安排大致相当，各级事业单位要于每年1月1日至3月31日通过省事业单位监管信息系统，提交年度报告书及其他相关材料，不再报送纸质材料。同时，年度报告书、法人证书、资质认可或执业许可证明文件在省监管信息系统信息公开平台向社会公开，接受社会监督。事业单位是年度报告的公开主体，对其真实性、合法性负责。各主管部门要认真组织所属事业单位按时完成年度报告公开工作，并按有关规定，对年度报告的内容进行保密审查。

　　据省编办相关负责人介绍，在报告公开的同时，还将建立投诉举报处理制度。在信息公开平台开设举报投诉栏目，了解掌握社会公众对事业单位履行职责、公益目标实现及违法违规等投诉举报情况，按规定及时受理，并联合相关部门进行调查处理。
