人民网北京11月29日电 今天下午，国家卫生计生委体制改革司副司长、国务院医改办政策组负责人傅卫在访谈中谈到，未来四年我国医改将突出三项重点任务，一是要加快建立全民医保体系，二是巩固完善基本药物制度和基层运行新机制，三是积极推进公立医院改革。
傅卫谈到，今年的国务院体制改革，新成立了国家卫生计生委体制改革司，主要是承担国务院医改领导小组及其办公室的一些工作，工作职责主要涉及四个方面：一是研究提出深化医改的重大方针、政策和措施的建议，组织制定综合性医改配套文件。二是督促、协调有关部门和地方落实医改政策措施，同时组织医改监测、评估和绩效考核工作。三是承担组织推进公立医院改革工作，指导重大体制机制改革试点工作。四是负责医改政策、经验、信息整理、分析和宣传。
傅卫指出，2013年3月国务院制定了“十二五”期间的医改规划，明确了未来四年医改的规划目标，突出了三项重点任务，一是要加快建立全民医保体系，二是巩固完善基本药物制度和基层运行新机制，三是积极推进公立医院改革，当然同时也要统筹推进公共卫生服务均等化、人才队伍建设、卫生信息化建设、社会力量办医等配套改革。
傅卫强调，从“十二五”规划颁布，特别是十八大以来，应该说各项医改工作也取得了一些新的进展，基本医疗保障水平进一步得到提高，基本药物制度和基层运行的新机制也进一步巩固完善，公立医院改革的试点正在稳步推进。随着各项医改工作的推进，医疗保障制度已经基本实现全覆盖，城乡医疗卫生服务体系不断健全，卫生服务可及性明显改善，大家也体会到，群众的医疗需求在进一步释放，健康水平得到了进一步提高。
但是，医改是一个世界性难题，我国的医改更是面临着发展、改革、管理等各方面的综合挑战，目前医改向纵深在推进，就涉及到更多的体制机制的改革及利益格局的调整，同时医改也面临着一些新形势和新要求，这都更加需要我们加强统筹协调，不断开拓创新，推动医改能够在重点的领域和一些关键环节取得新的突破。
