[赵大程]律师制度是我们国家司法制度的一个组成部分。我们常讲，律师兴，法制兴。特别是在我们推进社会主义民主法制建设的今天，在我们建设社会主义法制国家的今天，律师制度更是须臾不可缺少的。我们不可想象，在一个现代化的民主的国家没有一个比较完整的律师制度。所以党的十一届三中全会以后，按照中央关于加强社会主义法制建设的方针，我们加快了我们国家律师事业发展的步伐。现在全国的律师去年底的数字已经达到23.5万人，今年我们结束有望突破24万，律师工作已经覆盖到了我们国家的经济、政治、社会、文化以及生态文明建设，以及对外开放的各个领域。律师制度是一个国家法制文明的重要标志，中央历来高度重视律师工作和律师制度的完善。这次中央三中全会的《决定》，对进一步深化律师制度的改革做出了重大部署，明确地提出要进一步完善律师执业权利的保障机制、律师违法违规执业惩戒制度，加强职业道德建设，发挥律师在服务公民和法人合法权当中的作用等等。
大家都知道，我们的《决定》字字千金，在这样一个重大的《决定》当中，对我们这样一项具体的法律制度做出了这样全面的阐述和强调，我想，这充分说明以习近平同志为总书记的党中央对我们国家法制建设、对我们国家律师工作的高度重视和亲切的关怀。我们学习以后深受鼓舞，倍感振奋。我今天向大家讲，从我们30年律师制度恢复重建发展的历史看，我们认为，以这次落实三中全会的《决定》为标志，是我们国家律师事业发展的又一个新时期的到来。大家可能会说，这个到来有什么标志？我告诉大家，我觉得有这样几点：
第一，律师工作将在我们国家和社会的各个领域去发挥他的职能作用。第二，律师的执业权利保障将更加制度化、规范化。第三，以诚信、专业为外在表现的律师综合素养将得到全面提升。第四，整个社会对运用律师制度、发挥律师制度的作用，将会更加自觉，更加有自信。大家应该跟我一起有信心去见证我们这四条，看看在我们落实三中全会《决定》精神的历史进程当中，能不能成为社会的现实，我是有充分的信心。
我们要落实好三中全会《决定》精神，推进律师制度的改革，我想关键是要抓这样几点：第一，我们要落实宪法和法律的精神，落实律师法和中办发30号文件的精神，继续要加强律师权利保障制度的建设，使得律师制度能够以制度作保障，以法制作保障，成为社会普遍应该使用、能够使用、自觉使用的一项重要的基本法律制度。第二，我们就是以加强律师职业道德建设为核心，要进一步提高律师的综合素养。信可成，信才成。律师制度必须要以诚信来立本，没有诚信，律师事业就不可能存在和兴旺发达。所以我们要采取行政的、行业自律的和律师事务所基础管理的措施和渠道，来加强律师队伍的思想素质的建设、业务的建设和职业道德的建设，进一步提升我们律师的综合素养，让律师所提供的社会服务是人们放心的服务、信得过的服务，让那些不诚信、不讲道德的极个别的律师，没有空间。
我前几天曾经说过，在律师行业作风建设上，第一，我们要充分肯定律师整个行风主流是好的，大家遵守宪法和法律，遵守职业道德，尊重人民群众，提供的是有质量、可信赖的服务。但是，我们现在确确实实也有极少数的律师，由于他们加入到律师行业的动机就是不纯洁的，把律师当做了赚钱的工具，提供的是不诚信的服务，对这样的人，我们就是要通过织密我们的制度，健全我们的体系，强化我们的监督，不能让他们侵害、危害我们整个律师队伍的良好形象。
第三，我们要进一步加强律师队伍建设和制度的建设，来保证我们律师执业工作有一个科学合理的管理框架和自律管理的约束框架，为我们进一步发展律师事业，为推进法制中国的建设能够做出新的贡献。
