探月 分三阶段“绕、落、回”
裴照宇介绍，我国将探月工程作为国家科技发展的重大专项，规划在2020年之前，分三个阶段，分别实现绕月探测、月面软着陆与月面巡视探查、采样返回，也就是大家都已经耳熟能详的“绕、落、回”三大目标。“绕”的工作，从2004年开始，2007年10月发射、2009年撞月的嫦娥一号，圆满完成。2010年嫦娥二号作为探月工程二期首个探测器登场。下月即将发射的嫦娥三号，就将完成首次“落”的任务。此外，还有嫦娥四号，目前它作为嫦娥三号的备份，同时兼顾了改进的功能。“回”的任务，从2011年开始，已进入工程研制阶段。
要求 安全着陆月面行驶开展探测
裴照宇表示，嫦娥三号的工程目标包括3个方面：突破月面软着陆、月面巡视勘察、深空测控通信与遥操作、深空探测运载火箭发射等关键技术，提升航天技术水平；研制月面软着陆探测器和巡视探测器，建立地面深空站，获得包括运载火箭、月球探测器、发射场、深空测控站、地面应用等在内的功能模块，具备月面软着陆探测的基本能力；建立月球探测航天工程基本体系，形成重大项目实施的科学有效的工程方法。

其四、突破多窗口、窄宽度发射和高精度入轨技术。嫦娥一号、二号的发射窗口当天一次，宽度为35分钟。而嫦娥三号连续三天，每天两个窗口，而且每个窗口都很窄。第一天的第一个窗口约4分钟，第二个窗口约1分钟。
其五、首次研建我国大型深空站，初步建成覆盖行星际的深空测控网。嫦娥三号任务中我国将首次采用三向测量技术；开展着陆器和巡视器两器间月面通讯。
其六、首次在月面开展多种科学探测。采用月基光学望远镜，利用月球上有利空间位置进行天文观测；在国际上首次利用极紫外相机来对地球等离子体层进行观测；利用测月雷达对巡视路线上的月壳浅层结构厚度等进行剖面式观测；利用X射线谱仪和红外成像光谱仪对月面元素和物质成分进行探测。
其七、首次在我国航天器上采用同位素热源和两相流体回路技术，以满足探测器在月夜极端温度环境下生存需要。
