10月29日、30日，移动20元封顶套餐用户相继收到江苏移动的群发短信，称10月31日系统升级，20元封顶(CMWAP)套餐将按套餐约定的优惠范围提供上网服务。
20元封顶卡用户目前享有的优惠是，不限流量，每月资费只有20元。该套餐是2005年前手机上网刚起步时推出的，后来移动停办了该项业务。近年来，智能手机大量普及，20元封顶套餐大受欢迎，因为已停办，相应的手机卡曾炒到上千元一张。目前，江苏移动表示，这项套餐只在通过CMWAP接入点访问WAP协议类网站时享受“20元封顶”优惠。这就意味着，上最普遍的Http网页都不能享受优惠，微信、QQ也用不起来。
封顶卡用户反映，目前封顶卡套餐手机上网速度明显比以前慢，同时封顶卡用户不能办理移动的其他优惠业务。江苏移动提供的解决方案为：在2013年12月31日前，客户可取消原WAP不限量套餐，转换为国内数据流量“20元包500M”套餐，或选择“连续6个月、每月赠送20元话费”的营销案。封顶卡用户表示很难接受。
迫于各方压力，11月10日，江苏移动在其官方网站发布声明，20元封顶套餐目前并未取消，套餐内容也没有改变，客户仍在套餐范围内享受手机上网优惠。对于用户的疑问，其表示愿意继续诚恳地与客户进行沟通，积极解答客户提问与咨询，在依法合规的基础上解决问题。
不过沟通并未有令用户满意的结果。11月20日，移动再发公告，称在严格按照套餐约定规范上网范围的基础上，对20元封顶(CMWAP)等WAP不限量套餐相关服务内容做如下调整：1、可叠加语音和短彩信优惠套餐;2、可参加普惠型营销活动。不过用户对此并不买账，他们认为，江苏移动20号的公告仅解除了2项业务的限制，但众多业务依然不能正常办理，上网依然无法正常。
据媒体报道，江苏宜兴市移动用户史某起诉中国移动宜兴分公司CMWAP上网套餐限制，江苏省宜兴市人民法院了已受理该案，不日即将开庭。
