宋爱国说，1943年12月1日，在世界反法西斯战争胜利前夕，中、美、英三国首脑聚会开罗，发表了著名的《开罗宣言》。《开罗宣言》确认了日本发动的对华战争和太平洋战争的侵略性质，宣示了中、美、英三大国联合对日作战的目的和宗旨，规定了促使日本无条件投降的惩罚性措施，明确规定日本所窃取于中国之领土，例如东北四省、台湾、澎湖群岛等悉数归还中国。其后发表的《波茨坦公告》第八条明确规定，《开罗宣言》之条件必将实施。1945年10月，中国政府依据《开罗宣言》从日本手中收复台湾，恢复行使主权，台湾重新归为中国领土的一部分。开罗会议是世界反法西斯战争史上一个具有里程碑意义的国际会议，《开罗宣言》和《波茨坦公告》是对中国人民抗日战争的巨大支持和鼓舞。
宋爱国说，今年恰逢《开罗宣言》发表70周年，同时也是中国人民抗日战争胜利68周年。在艰苦卓绝的抗战岁月中，中国人民前仆后继、浴血奋战，赢得了抗日战争的伟大胜利，为世界反法西斯战争的胜利付出了巨大的民族牺牲，作出了不可磨灭的历史贡献。抗日战争和反法西斯战争的胜利，是正义战胜邪恶、光明战胜黑暗、进步战胜反动的伟大胜利。
《开罗宣言》全文
罗斯福总统、蒋委员长、丘吉尔首相偕同各国军事与外交顾问人员，在北非举行会议，业已完毕，兹发表概括之声明如下：
三国军事方面人员关于今后对日作战计划，已获得一致意见，我三大盟国决心以不松弛之压力从海陆空各方面加诸残暴之敌人，此项压力已经在增长之中。
我三大盟国此次进行战争之目的，在于制止及惩罚日本之侵略，三国决不为自己图利，亦无拓展领土之意思。
三国之宗旨，在剥夺日本自从一九一四年第一次世界大战开始后在太平洋上所夺得或占领之一切岛屿；在使日本所窃取于中国之领土，例如东北四省、台湾、澎湖群岛等，归还中华民国；其他日本以武力或贪欲所攫取之土地，亦务将日本驱逐出境；我三大盟国稔知朝鲜人民所受之奴隶待遇，决定在相当时期，使朝鲜自由与独立。
根据以上所认定之各项目标，并与其他对日作战之联合国目标相一致，我三大盟国将坚忍进行其重大而长期之战争，以获得日本之无条件投降。
