现状 无一高校实现“去行政化”

建议 取消事业单位领导“任命制”

国家行政学院教授竹立家指出，政府部门职能转变要跟上事业单位改革的步伐。取消行政级别后，事业单位内部还要完善相应的管理体系和技术体系，外部则需要有一套可以标注这些单位社会价值的独立评价体系和制度，否则这些群体将会无所适从。
“大学、医院取消行政级别后，工资、福利待遇标准如何确立？山东大学规定教授工资比副厅级高100元，这还是参照行政级别来定工资，而没有符合各行各业特点的市场评价体系。”马广海说。
受访专家还指出，要坚决打破主管部门决定校长、院长任命的框子，取消事业单位领导的“任命制”，交由职、员工选举产生，实现管理者的职业化、专业化、专家化。否则，即便去掉行政级别的“皮”，行政化的“核”也仍然存在，算不上真正的改革。
