　　民政部要求，要按照保护性救助原则，及时护送流浪、乞讨未成年人、残疾人、行动不便人员到救助管理机构接受救助，护送流浪、乞讨危重病人和智障人员到医疗机构接受救治和诊断。

　　同时，民政部要求各地民政部门和救助管理机构鼓励、支持社会组织和公民个人等社会力量通过志愿服务、应急救助、政府购买服务等多种方式和途径参与寒冬季节生活无着流浪、乞讨人员救助服务。动员志愿者力量，广泛发动环卫职工、公交出租司机、夜间安保人员等热心群众和志愿者提供流浪乞讨人员求助线索，建立救助信息员队伍，鼓励其做好报告、引导和应急服务。
