2013年11月28日至29日，中国国务院总理李克强赴乌兹别克斯坦首都塔什干出席上海合作组织成员国总理第十二次会议。外交部副部长程国平介绍了有关情况和成果。
程国平说，这是李克强总理就任后在上合组织舞台上首次亮相。在全球热议中国改革开放新动向和周边外交新思路的背景下，此行受到国际社会高度关注。
李克强总理此行在乌兹别克斯坦停留仅28个小时。但在出席上合组织总理会议期间，李总理同与会各国领导人频繁互动，出席10场多双边活动，展现出我国新一届领导人高效务实的工作作风。
程国平说，李克强总理在上合组织总理会议上提出三大领域“六点倡议”，这是对该组织发展思路的创新。上合组织成立12年来，成员国务实合作不断加深，范围越来越广，成果越来越实，展现出巨大潜力和独特优势。
面对当今世界政治经济形势的复杂变化，上合组织处于继往开来的关键时期，成员国“求合作、谋发展、促稳定”的共同愿望日益增强。进一步协调各方利益、凝聚共识、激活务实合作成为上合组织发展面临的最迫切问题。正如李克强总理在上合组织总理会议大范围会谈中所说：“我们在变化中要保持传统，坚持原则，也要拓展合作方式共同迎接挑战。”
李克强总理提出了上合组织深化务实合作优先方向“六点倡议”，即深化安全合作，加快道路互联互通，促进贸易和投资便利化，加强金融合作，推进生态和能源合作，扩大人文交流。
上述倡议包括21项具体合作建议，紧扣安全、经济、人文三大重点领域，旨在打造安全、便利、互惠和绿色的发展环境，推动上合组织务实合作转型升级。其中关于设立中国—欧亚经济合作基金，推进建立上合组织开发银行，建立上合组织环境保护信息共享平台，开展核电和新能源领域合作等建议，都是中方着眼上合组织长远发展提出的重大举措，必将大大充实该组织务实合作的内容。
程国平表示，“六点倡议”展示了中国负责任的大国形象，体现了中方以上合组织为依托，促进地区一体化建设，构建“丝绸之路经济带”，打造地区国家命运共同体和利益共同体的决心，得到与会各国领导人积极响应。
程国平说，在中方和各方共同努力下，本次上合组织总理会议取得多项成果。除会议《联合公报》外，有两份文件对上合组织进一步开展务实合作具有特殊意义。
一是《成员国总理关于进一步开展交通领域合作的联合声明》。上合组织六国总理就专门领域合作发表单独声明尚属首次。《声明》强调推动上合组织交通运输合作的重要性，提出挖掘成员国过境运输潜力的必要性，要求通过互联互通提高相互投资和贸易合作水平。
《声明》指出，尽快签署《上合组织成员国政府间国际道路运输便利化协定》是该组织当前优先任务，为交通领域合作设立了具体目标，体现了六国对“要想富、先通路”这一朴素经济原理的一致认识，必将对本地区加快交通基础设施建设及运输领域合作产生积极影响。
李克强总理在会议期间同成员国总理广泛交换意见，提出互联互通是上合组织深化务实合作的基础，为通过《声明》发挥了重要影响。
二是各国总理批准通过了《关于成立上合组织开发银行和发展基金(专门账户)下一步工作的决议》。成立上述银行和基金是中方在2012年上合组织北京峰会上提出的倡议，旨在建立持续稳定上合组织多边融资保障机制，为重大合作项目提供融资支持，得到成员国广泛支持并建立了专家工作组。此次总理们通过专门决议，肯定了上一阶段各方专家工作成果，提出就协商成立上述机制基本原则等问题继续加紧工作的要求，使两机制朝着建立的目标又迈出了坚实的一步。
程国平说，李克强总理与会期间广泛做成员国领导人工作，促进了我同各成员国双边关系的发展，可谓“多边搭台双边唱戏，故交新知共叙友谊”。乌兹别克斯坦作为上合组织总理会议东道国，高度重视李克强总理来乌。米尔济约耶夫总理亲赴机场迎送李克强总理。李克强总理一抵乌，卡里莫夫总统即在自己的官邸与李克强总理进行亲切会晤，并一对一设宴款待。宾主双方就两国关系、地区形势和国际热点等问题充分交换意见，长谈三个多小时。晚宴后，卡里莫夫总统不顾初冬夜凉，将李克强总理一直送至官邸大院门口，依依话别。李克强总理说，现在虽已是冬天，但我仍感到春天般温暖。
中乌双方签署了多项合作文件，为深化两国互利合作奠定了更为坚实的基础。其中，中方为乌南北铁路建设提供优惠贷款的协议对乌经济发展具有特殊意义。签字仪式上，刚刚宣读文件名称，米尔济约耶夫总理就首先鼓掌，带动现场一片掌声。作为中乌两国元首故乡的西安市与撒马尔罕市签署了建立友好城市关系协议，生动体现了中乌战略伙伴关系的高水平，开辟了以地方合作带动务实合作的新模式。
李克强总理与俄罗斯总理梅德韦杰夫继今年10月中俄总理定期会晤后再次见面，双方就国际和地区形势、中俄关系特别是两国务实领域重大项目进展情况交换意见，充分体现了中俄全面战略协作伙伴关系的高水平。
李克强总理与哈萨克斯坦总理阿赫梅托夫、吉尔吉斯斯坦总理萨特巴尔季耶夫、塔吉克斯坦总理拉苏尔佐达都是第一次见面，但均感一见如故，围绕双边关系和地区形势作了深入坦诚交谈，建立起良好的工作关系和个人友谊。
程国平说，李克强总理在会议上介绍了中国当前经济发展形势，坚定传递利好信息，唱响中国发展的“光明论”、“机遇论”，向全世界表明，作为全球经济增长的重要驱动力，中国不仅为世界经济作出重要贡献，也愿与更多国家共创发展机遇，共享发展红利。此次上合组织总理会议恰逢中共十八届三中全会落幕、对中国全面深化改革作出重要部署的关键时期。中国将采取何种经济政策，如何看待和推动上合组织务实合作，倍受国际社会瞩目。
李克强总理在会议发言中介绍了当前中国经济形势，通报了中国政府应对经济下行压力的重要举措，表达了实现今年GDP增长7.5%左右、CPI涨幅控制在3.5%以内等经济社会发展主要预期目标的决心，阐述了进一步深化经济体制改革、使市场在资源配置中起决定性作用、更好发挥政府作用的重要理念。
李克强总理强调，把中国的事情办好，是对世界的重要贡献，中国采取的措施是对中国也是对世界的责任，中国愿与各国共享彼此发展带来的新机遇，共创上合组织的美好明天。这无疑为上合组织各方进一步推进务实合作提振了信心，也是我国“睦邻、安邻、富邻”方针和亲、诚、惠、容周边外交理念的生动体现。
程国平表示，李克强总理此次乌兹别克斯坦之行虽然时间短暂，但这是一次合作之旅、信心之旅、友谊之旅。乌首都塔什干在乌语中是“石头城”的意思。相信李克强总理此行必将在上合组织及中国与有关国家双边关系发展中起到“点石成金”的作用。
