李总理此访是其就任以来首次访问中东欧国家，也是中国总理近20年来首次访罗。此访为增进政治互信而来，为巩固传统友谊而来，更为推进务实合作而来。罗方对此访高度重视，给予超规格礼遇，罗总理蓬塔率主要内阁成员亲往机场迎送，在机场举行隆重的欢迎仪式，这是近几十年来的罕见之举。
在罗70个小时，李总理出席活动30多场。访问第一天，李总理不顾长途旅行劳顿和时差，一下飞机就开始了高强度、超密集的会见会谈，“超长”工作20多个小时。李总理高效务实的工作风格赢得罗及各国领导人的敬佩。蓬塔表示，今日中国的发展进步及取得的巨大成就，与中国领导人的勤奋工作密不可分。
访问期间，中罗政府共同发表了《在新形势下深化双边合作的联合声明》，两国总理共同见证了双边13个合作文件及商务合同和意向书的签署，总金额近50亿欧元。
霍玉珍说，此次访罗的最大亮点是李总理在罗议会发表演讲。罗议会参众两院议长、全体议员、总理率全体阁员、全国各地省长和市长、外国驻罗使节以及各界知名人士逾千人出席，场内座无虚席，场外尚有近300人站立旁听。罗主要电视台、广播电台进行现场直播，盛况空前。这是中罗两国建交以来中国总理首次在罗发表演讲，在罗及整个欧洲引起强烈反响。李总理用鲜活感人的历史故事回顾了中罗两国源远流长的深厚友谊，用生动形象的比喻阐述了中罗关系的发展前景。李总理强调，中罗关系犹如一艘大船，以契合的发展战略为引领之“舵”，以深入的务实合作为驱动之“帆”，以牢固的传统友谊为稳定之“锚”，必将乘风破浪，扬帆远航。李总理多次脱稿，以自身经历，真诚、幽默、睿智的语言讲述中罗友谊与合作，深深打动了在场的每一位听众。半个小时的演讲引起全场20多次热烈掌声。罗众议长兹格内亚表示，李总理的演讲真诚感人，向外界发出了罗中友谊历久弥新、两国人民心心相印的强烈信号，使罗民众倍感亲切，深受鼓舞，引起共鸣。他本人对中国新一届领导人展现出的大国风范深表钦佩。
霍玉珍表示，李总理此行的“重头戏”是出席中国-中东欧国家领导人会晤。此次17国领导人齐聚布加勒斯特，共商中国－中东欧国家合作大计，共同发表《中国—中东欧国家合作布加勒斯特纲要》，规划合作蓝图。这充分体现了各方在新形势下同舟共济、增进交流、加强合作的强烈愿望和共同需要。
李总理结合中国—中东欧国家合作的现状，针对中国和各国的特点和优势、愿望和需求，提出合作要坚持“三大原则”，即相互尊重，平等相待；互利共赢，共同发展；中欧合作，相向而行。李总理还提出六大合作领域：一是做大做实经贸合作，实现5年内贸易额再翻一番的目标。二是加快推进互联互通，促进各方物流畅通，拉动经济发展。三是大力加强绿色合作，中国政府愿支持本国企业积极参与中东欧国家核电、水电、风电、光电等新能源建设。四是积极拓展融资渠道，进一步加强金融合作，更好服务实体经济。五是深挖地方合作潜力，支持明年举办第二届中国－中东欧国家地方领导人会议。六是丰富人文交流，定期举办中国－中东欧国家文化合作论坛、教育政策对话和青年政治家论坛。
霍玉珍表示，在会晤过程中，李总理亲自践行上述提出的“3+6”合作构想。在访罗双边行程以及领导人会晤日程安排密集的情况下，李总理同与会的其他中东欧15国领导人分别举行“一对一”会谈。中东欧国家领导人纷纷表示，现在中国已成为世界第二大经济体，综合实力举世瞩目，但不忘老朋友，始终秉持大小国家一律平等的原则，令人钦佩。
李总理牢牢抓住中东欧国家迫切需要扩大基础设施建设和中国装备“走出去”的强烈需求，全力打造中国—中东欧国家合作互利共赢的重要支点。李总理亲自陪同各国总理参观中国铁路等基础设施及装备制造展，向中东欧国家推介中国装备。中国装备的发展成就给中东欧国家领导人留下深刻印象，进一步提升了其在这一领域开展对华合作的积极性。李总理与匈牙利总理欧尔班、塞尔维亚总理达契奇共同宣布，合作建设连接贝尔格莱德和布达佩斯的匈塞铁路，并成立联合工作组推进合作。黑山、马其顿、阿尔巴尼亚等国总理纷纷跟进，要求加入到铁路合作中来。我们有理由相信，通过此次会晤，中东欧国家在基础设施建设上的需求同中国装备的优势相结合，将释放出巨大的合作潜力，产生“1+16远大于17”的多赢效果。
李总理在会晤期间多次强调，中国与中东欧国家合作是中欧合作的重要组成部分，既有利于中东欧国家的社会经济发展，也有利于欧洲一体化进程，有利于中欧全面战略伙伴关系的深化，有利于通过中国向西开放和欧洲“向东看”，以推进中欧关系平衡、持续发展。中国希望看到一个团结、繁荣、发展的欧洲。中东欧国家领导人一致认为，中国—中东欧国家合作同欧中关系并行不悖，是欧中合作的有益补充。
李总理还与各国领导人出席了中国—中东欧国家经贸论坛开幕式，向逾千名各国工商界人士宣介中国对中东欧经贸、投资政策，介绍十八届三中全会的改革主张，引起巨大反响。中东欧国家工商界人士普遍认为，中国改革越成功，开放越扩大，世界和欧洲从中受益就越多。
李总理此次访问规划了中国与中东欧国家合作的宏伟蓝图，夯实了传统友谊的基础，发出了中国支持欧洲一体化进程、加强中欧全面战略伙伴关系的强烈信号，向欧洲乃至世界释放了中国改革开放带来的巨大正能量，必将有力推动中国同中东欧国家的务实合作，促进中国和欧洲的发展，给中欧人民带来实实在在的利益。
霍玉珍最后说，罗马尼亚的冬天风雪不断，此次李总理专机抵达和飞离布加勒斯特时却遇到难得的艳阳天。我深信，这将预示着中罗关系和中国—中东欧国家合作更加光明灿烂的未来。
