  假期天数该不该扩容?

  中国式挪假该不该取消?


  此次网民投票的情况显示,一方面是保留国庆和春节“黄金周”、对其他节日进行一定程度“挪假”的C方案得到了超过半数网友的支持,另一方面是七成网友在假日办此前调查问卷中反对“中国式挪假”。那么,中国式挪假该不该取消?


  在之前进行的问卷调查中,恢复“五一”长假曾是不少网友的心愿。但在假日办提出的3套调整方案中,不仅“五一”长假没了踪影,“十一”长假也在A和B两套方案中分别被缩短至3天和5天,仅有春节“黄金周”得到保留。


  “挪出来的小长假”则在3套方案中有了一定的改观。3套方案中都明确保证了元旦、清明节、劳动节、端午节、中秋节五个节日放假一天,并降低了“挪假”出现的几率,在A方案中甚至明确提出除春节长假外其他节假日均不调休,而在B、C两套方案中,也仅在节日恰逢周二、周四时进行调休。


  投票者反映,大规模的中国式挪假,导致了史上最混乱的工作模式,带来了许多问题。从事行政工作的何慧说,为了额外形成小长假和黄金周,要连续上七天乃至九天班,根本没有必要,但是一下子全部取消所有的调休,节日都成了“单蹦”,也不合适。


  华东师范大学社会研究所所长文军认为,“调休”与否需要算“经济账”和“居民感受账”。在计算小长假对经济拉动效应的同时,还需要注重居民的直观感受。在现有的休假天数下,如何更好安排休假,需要科学统筹设计。


  弹性休假该不该启动?


  过去几年来,公路逢节必堵、景区逢节必爆,屡成黄金“粥”的现象很多人都有体会。那么,假期安排能否体现一些弹性?


  专家指出,要解决有限的公共资源和集中爆发的居民需求之间的矛盾,除了要实现假期安排的科学性,更需要直面我国交通和旅游景点的现状,启动弹性休假制度,而不是采用“一刀切”的休假模式。


  上海财经大学旅游管理系主任何建民等人认为,热门景区在节假日屡屡爆棚,反映了游客需求与景区承载能力之间的矛盾,要解决这种供需不平衡问题,除了完善景区预警机制以外,更要进行合理的假期安排,例如实施错峰休假等,以分散集中出行带来的交通等压力。


  楼嘉军说,“一刀切”的假日制度设计,很难满足居民多样化的休假需求。一些有条件的、工作量季节性变化大的行业可以率先引入弹性工作和休假制度,更加合理地安排工作和休闲时间。


  在美国留学的张凯悦介绍,在国外很多学校放春秋假的方式很值得借鉴。春假和秋假的时间定在学期的中间,时长一般为各一周,在放假期间内学生往往会集中出行出游,有效地分散了法定节假日期间的出游压力。
