根据这一办法，原来主要由政府部门承担的网络文化产品内容审核和管理责任将更多地“放权”交由企业承担，通过坐实企业自我约束机制和提升企业自我管理能力，同时政府加强对企业服务和后续监管，来确保文化产品和服务内容的合法性。
办法表示，文化部计划首先将网络音乐、移动游戏行业的审查备案工作交由企业自审，在总结经验的基础上再扩大自审范围，逐步减少政府审查事项，降低审查层级，提高工作效率。
办法规定，网络文化产品及服务的内容审核工作，由取得《内容审核人员证书》的人员实施。内容审核人员由省级文化行政部门组织培训考核。办法要求企业保障内容审核人员的独立表达权，同时也明确了其承担的责任，对于玩忽职守造成严重社会影响或者出现重大审核失误的，将注销其资格证书。
