二战里程碑 铭刻中国抗战功绩
70年前的1943年12月1日，正值世界反法西斯战争胜利前夕，中、美、英三国首脑聚会开罗，发表了著名的《开罗宣言》。宋爱国表示，开罗会议是世界反法西斯战争史上的一个具有里程碑意义的国际会议，《开罗宣言》及《波茨坦公告》是对中国人民抗日战争的巨大支持和鼓舞。
宋爱国说，今年恰逢《宣言》发表70周年，同时也是中国人民抗日战争胜利68周年。在艰苦卓绝的抗战岁月中，中国人民前赴后继、浴血奋战，赢得了抗日战争的伟大胜利，为世界反法西斯战争的胜利付出了巨大的民族牺牲，做出了不可磨灭的历史贡献。
“对中国而言，《开罗宣言》尤其具有重大意义”，宋爱国强调，“《开罗宣言》确认了近代日本侵略、掠夺中国领土的法律事实，强制日本必须将其窃取、占领的中国领土悉数交还给中国”。
他表示，“我们纪念《开罗宣言》，就是要缅怀中国人民民族解放战争的胜利，维护《开罗宣言》的权威，重申其法律效力，坚守其主张的国际正义和国际法原则，发挥其匡扶正义、惩治侵略的法律武器作用，捍卫战胜日本侵略者的胜利成果，尊重二战后建立起来的亚太地区国际秩序，维护好中国的国家主权、领土完整和正当权益”。
风雨七十载 彰显现实意义
他表示，《开罗宣言》是战后中国从日本手中收复台湾的国际法依据，也是中日之间解决钓鱼岛归属问题的法律基础。1972年中日邦交正常化时两国政府首脑签署的《中日联合声明》明确记载，“日方将坚持遵循《波茨坦公告》第八条的立场”，表明了日本政府对《开罗宣言》法律效力的持续确认。
“根据两份公告，日本于1895年甲午战争末期非法窃取钓鱼岛及其附属岛屿，从国际法角度应属中国”。谈及《开罗宣言》的现实意义时，宋爱国指出，钓鱼岛问题的历史脉络十分清楚，中方对此拥有无可争辩的历史和法理依据。过去40多年来这一问题之所以没有成为阻碍中日关系发展的突出因素，是因为中方在两国老一辈领导人达成的重要谅解共识基础上，长期保持了克制。
“历史不容翻案，日本政府近期在钓鱼岛问题上的立场，是对世界反法西斯战争胜利成果的公然否定，是对战后国际秩序的严重挑战”，宋爱国强调，“中国人民曾饱受日本侵华战争之苦，决不容许历史悲剧重演。中方在钓鱼岛问题上维护国家领土主权的立场是坚定不移的”。
以史为鉴 维护世界和平
宋爱国表示，《开罗宣言》是用无数生命换来的胜利果实，也是二战后世界和平秩序的重要保证。对日本军国主义的正义审判和彻底清算是战后国际秩序的基础，必须坚决维护。任何企图为日本侵略历史翻案的行径，都将遭到所有亚洲受害国人民和国际社会的坚决抵制和反对。任何否认或企图美化那段法西斯侵略历史的言行，不仅中国人民不能答应，世界各国爱好和平的正义力量都不能接受。
在谈及中国东海防空识别区一事时，宋爱国表示，中国政府划设东海防空识别区，是为了捍卫中国国家主权和领土领空安全，维护东海上空飞行秩序，符合国际法和国际惯例。钓鱼岛及其附属岛屿自古以来就是中国固有领土，中国东海防空识别区覆盖这一区域理所当然。
宋爱国强调说，“我们敦促日方采取对历史和未来负责的态度，以实际行动取信于亚洲近邻和国际社会。中国也愿同世界各国爱好和平的人们携手，维护二战后确立的和平秩序，维护世界和平与繁荣”。(完)
