党中央历来高度重视艾滋病防治工作。一年前的11月30日上午，习近平来到北京市社区药物维持治疗第七门诊部看望艾滋病患者，对防治工作作出重要指示，强调指出，艾滋病感染者和病人都是我们的兄弟姐妹，全社会都要用爱心照亮他们的生活。

过去一年来，中央财政加大了对艾滋病防治工作经费支持，2013年投入经费比2012年增长10.5%。监测检测、综合干预、抗病毒治疗、预防母婴传播覆盖面进一步扩大。全国大部分地区已将艾滋病机会性感染纳入新农合大病保障范围，25个省份出台了城乡居民大病保险试点实施方案，艾滋病患者的医疗费用负担进一步减轻。
