新华网北京11月30日电 12月1日是世界艾滋病日。中共中央总书记、国家主席、中央军委主席习近平近日就《中共北京市委关于艾滋病防治工作情况的报告》作出重要指示。他强调，做好艾滋病防治工作，关系人民生命健康、关系社会和谐稳定，是党和政府义不容辞的责任。各级党委和政府要坚持以人为本、以民为本，以对人民高度负责的精神，切实把艾滋病防治工作抓紧抓好。
习近平强调，要坚持预防为主、防治结合、依法防治、科学防治，落实“四免一关怀”政策，加强人文关怀，动员社会力量积极参与，消除社会歧视，为感染者和病人提供及时有效的治疗和帮助，让他们感受到社会主义大家庭的温暖。
党中央历来高度重视艾滋病防治工作。一年前的11月30日上午，习近平来到北京市社区药物维持治疗第七门诊部看望艾滋病患者，参加艾滋病防治志愿者培训交流活动，对艾滋病防治工作作出了重要指示，强调指出，艾滋病感染者和病人都是我们的兄弟姐妹，全社会都要用爱心照亮他们的生活。此后，习近平一直高度关注艾滋病防治工作。第26个世界艾滋病日即将到来之际，北京市专门给习近平写报告，汇报一年来艾滋病防治工作进展情况。习近平肯定北京市所做工作，指出北京市艾滋病防治工作取得了新的成效，要认真总结经验，不断巩固和扩大成果。
过去一年来，在党中央坚强领导下，各地区各部门全面落实各项措施，加大保障力度，艾滋病防治工作取得新进展。中央财政加大了对艾滋病防治工作经费支持，2013年投入经费比2012年增长10.5%。监测检测、综合干预、抗病毒治疗、预防母婴传播覆盖面进一步扩大。全国大部分地区已将艾滋病机会性感染纳入新农合大病保障范围，25个省份出台了城乡居民大病保险试点实施方案，艾滋病患者的医疗费用负担进一步减轻。
