  王文章说,从明文规定来看,中央精神是不鼓励提前离岗的。“提前离岗的话给下面的人腾出位置来了,更多的人能享受更高的干部待遇”,这是变相的福利。“如果按照正常年龄退的话,会减少很多官员。”


  “政法委书记建议未采纳”


  由于职业的特殊性,50多岁是法官、检察官的黄金年龄。但此次“提前离岗”的人里,也包括政法系统的干部


  55岁黄骅市法院副院长刘宝岗也在提前离岗的名单里。他在电话里与记者说,让退就退吧,至于合不合规定,这要去问组织部门。


  经记者了解,黄骅市法院原副院长刘宝岗、黄骅市检察院原党组成员张宝如等在提前离岗的名单内。


  在全国一些地方,基层法院普遍存在法官提前离职、离岗现象。由于职业的特殊性,50多岁是法官、检察官的黄金年龄,其理论知识、审判经验十分丰富。很多法官检察官离职使得人员缺乏,但案件越来越多,矛盾凸显。为解决这一问题,2010年5月12日,中共中央组织部、最高人民法院、最高人民检察院、人力资源和社会保障部下发了《关于切实解决法官、检察官提前离岗、离职问题的通知》。


  通知要求严格执行国家关于公务员退休年龄的规定,今后对未达到退休年龄的法官、检察官不得强制提前离岗退养,也不得简单地划分年龄界限使得担任院级或内设机构领导职务的法官、检察官改任非领导职务。


  但黄骅市的决定没有顾及这一通知精神。一位纪检干部介绍,单位领导曾向他透露,15日上午在市常委会上,讨论提前离岗退养的年龄线,黄骅市政法委书记曹传勇提出,将检察院和法院的干部也纳入进来不合适。但他的意见没有得到采用。


  一位检察院的人士说,河北沧州的一些县也存在类似情况,一些工作得力的检察官身份的领导干部未到退休年龄就强制提前离岗。为此,今年7月沧州市检察院再次印发了落实中组部文件的通知。


  沧州市检察院通知要求,不得硬性安排55周岁以下具有检察官身份的领导干部改任非领导职务,涉及具有检察官身份的院领导班子成员调整时,各院党组要向当地党委提出明确意见,同时抄报市院党组,市院党组、市院将按照省委组织部省政法委干预干部协管的规定,配合地方党委做好相关工作。


  9-12月河北正清理吃空饷


  专家汪玉凯认为,提前离岗造成公务人员的巨大浪费,实际就是“吃空饷”。这是制造不公平待遇,会造成很不好的影响


  “不干活,还能提三级工资,有些人认为这是便宜事,但50多岁正是经验丰富、精力充沛的时候,可以在岗位上做很多事情。”赵印华说。


  11月14日,市委书记潘海瀛在全市工作务虚会议上的讲话印证了上述说法。潘海瀛表扬了一批先进典型干部。称黄骅市城投公司原总经理赵恩亭“融资能力强”的;用“真‘板生’(当地方言,类似于干活精细的意思,记者注)、档次高”等词语形容黄骅市卫生局原局长刘印荣其人。


  和其他提前离岗干部不同,这两人不久就被安排了其他工作,一并被安排的还有水产局局长尹凤刚以及监察局副局长黄平寨。有干部称,是因为几人找市委反映才被安排了工作。


  “办公室都没了,谁还去上班呢?而且是明确要求我们不要上班的。”一位干部说,“其实我们在编不在岗,就是一种‘吃空饷’”。


  “这种现象造成公务人员的巨大浪费,实际就是吃空饷。”汪玉凯说,而且这么多人不工作还拿待遇,本身就是不公平。“过早离开队伍以后,对社会会造成很不好的影响。”


  2013年9月,习近平总书记到河北参加民主生活会,为学习贯彻习近平的讲话精神,河北省将“吃空饷”作为群众反映强烈的问题予以关注。


  9月3日河北全省召开“吃空饷”专项治理工作会议,专项治理工作自9月至12月在该省开展。


  据一名“提前离岗”的干部介绍,因为河北省最近严查“吃空饷”,黄骅工商局一些多年不到单位上班的人都在这个风头上回来上班了。


  该干部透露,黄骅市部分部门曾粗略统计在编不在岗的人数,虽然只是部分部门,但已超过1000人。


  比较严重的黄骅环保局、畜牧局等都有超过百名在职不在岗的情况。而在此次河北省“吃空饷”专项治理工作中,黄骅市上报了3个人。

  “提前离岗”,本质上是牟取群体利益。提前离岗的人给下面的人腾出位置来了,更多的人能享受干部待遇。但老百姓的公共服务却没有提高,浪费了纳税人的钱。这对纳税人是不公平的。
