分析人士指出，此次访问是英国首相自中国新一届领导集体执政以来首次访华，也是近三年来中英最高级别的双边接触，对中英关系发展具有重要意义。分析认为，中英关系此前陷入低谷一年多，卡梅伦希望能通过这次访问掀开新的一页，充分拓展和提升双边关系，在政治、经贸、人文交流等各个领域与中方加强合作。
主打投资经贸牌
卡梅伦在采访中告诉《中国日报》记者，欢迎中国企业到英国投资，尤其是继续在基础设施建设项目上进行合作。
英国正在规划建设连接伦敦与伯明翰等城市的高速铁路，预计耗资超过300亿英镑，可能会为中英合作带来新机遇。卡梅伦说，欢迎中国企业在英国的高铁项目上投资。
他说：“现在已经有多家中国公司投资英国基础设施建设，如伦敦希思罗机场、曼彻斯特机场、英国核电站等。”
中国与法国企业正在商讨共同在英国兴建核电站，专家指出，如果项目成功，英国“很可能成为中国核电走向发达国家市场的突破口”。
卡梅伦还以中国企业巨头华为在英国投资发展为例，强调英国可能是世界上最开放的国家之一，中英两国的合作非常广阔。
据统计，中国是英国在欧盟外第二大贸易伙伴，两国经贸合作持续增长，在欧盟主要大国中一枝独秀。近年来，中英两国双向投资规模不断增大，过去18个月，中国对英投资额超过此前30年的总额。其中，去年中国企业在英投资并购金额高达80多亿美元，相当于中国当年对外直接投资的近1/8，英国已成为中国第四大投资目的地国。
卡梅伦此次率领迄今最大规模代表团访华，成员包括外交、商业、文化科技等多位部长级官员和大约150位英国各界的企业家。 除北京外，卡梅伦还将赴上海、成都参观访问，以更全面、深入地了解中国。
密切关注三中全会报告
卡梅伦告诉《中国日报》记者，英国政府密切关注中国共产党十八届三中全会报告，并在认真研究。他说，这份报告非常重要，其中讨论了深化改革、开放、强调市场作用等热点问题。
不少分析人士都认为，中国共产党十八届三中全会体现了中国的改革决心，规划了未来的发展蓝图。卡梅伦访华正好是在这次全会之后，也表明了英国迫切与世界第二大经济体确保积极良好的合作关系。
2010年11月，卡梅伦入主唐宁街10号半年后首次率代表团访华。去年5月，由于英方执意会见达赖，中英关系陷入低谷，当年的中英总理年度会晤也未能举行。
加强人文等各领域合作
11月28日，卡梅伦在离开英国之前，专程来到伦敦维多利亚和阿尔伯特(V&A)博物馆，参观正在展出的“700-1900：中国古代名画展”。
卡梅伦说：“能近距离欣赏到年代久远的中国古代绘画、书法、艺术作品，非常震撼。”他同时表示，英国很少能看到中国古典书画作品，而这次名画展能让英国民众和学生有机会领略中国古代艺术和文化的深度和广度，是很好的人文交流。
目前，英国是中国赴欧留学人数最多的国家，在英国的留学人员超过13万。英国人对于学汉语、学习中国文化也颇有兴趣。在英国的孔子学院和孔子课堂的数量居欧洲之最，在中国的英国留学生也有近5000人。
不久前，英国启动了“英国未来”计划，今后3年将资助15，000名英国学生赴华学习或实习。从明年起，汉语还将成为英国三年级以上学生6门必修外语中唯一一门亚洲语言。此外，皮尤中心民调显示，英国民众对中国的好感度在西方大国中位居前列。
继续推动中国人赴英签证
对于中国人关心的赴英国签证问题，卡梅伦表示：“2012年到英国的中国游客数增长了20%，促进了英国旅游业和经济发展，现在中国人申请英国签证的成功率约为96%。”
由于英国不是申根成员国，中国人赴英旅游需要单独办理签证，而且手续比较繁琐。卡梅伦说，正在考虑方案，如何让中国人去申根成员国的同时也能更方便地来英国。
他还专门向中国游客推介英国旅游，他说，英国有众多世界顶级博物馆，比如大英博物馆、维多利亚和阿尔伯特博物馆，也有很多景色宜人的地方，中国游客可以不仅仅去伦敦，也可以去爱丁堡、卡迪夫等地，领略不同的风景。
