“‘未婚妈妈’能为孩子办出生证，省了很多麻烦。”23岁的郭楚说，她18岁时认识孩子的爸爸，不到一年怀孕了，由于此前一直没到结婚年龄，无法办理结婚证，因此孩子至今还未上户口，“如果能给他上户口，孩子上学、看病问题都会顺利很多。”
有专家表示，出生证与结婚证脱钩后，孩子可跟随父母一方落户，不再存在以往的“黑户”“黑孩子”现象，这是对父母生育权、孩子生命权的尊重。

严梅福认为，给所有孩子出生证，是对生育权的尊重。未按照计划生育，受处罚的应该是父母；而没有出生证上不了户口，最终受伤的是孩子。
他表示，随着计划生育工作数量控制已经到位，湖北新《办法》的出台是在尊重人权、尊重生育权方面向前迈出了一步，今后还应该根据人口形势进一步调整。
“中国并不提倡未婚先孕，但孩子生下来，就应该给予基本的人权保护。”华中科技大学人口与政策研究所所长石人炳说，对于既成事实的未婚生育情况，社会不应该歧视，妇联、学校等相关部门应该更宽容，让孩子健康成长。
石人炳建议，应加强避孕等生理健康的宣传辅导，引导青少年树立正确的婚姻生育观念；对违规的超生、“代孕”等行为，应加大打击查处力度，不能出现“有钱就能超生”现象，确保计划生育政策的严肃性和统一性。
