本报讯 （记者汤南 通讯员穗纪宣）为贯彻落实好中央、省纪委的新任务新要求，进一步规范纪检监察干部行为，日前，广州市纪委监察局专门制定出台了《广州市纪委监察局干部监督管理办法》和《广州市贯彻〈广东省纪检监察干部行为规范〉实施办法》（以下简称《管理办法》和《实施办法》）。其中，《实施办法》明确要求全市纪检监察干部不准有为被调查对象通风报信、为腐败分子充当保护伞等十类行为。
纪检监察干部不准大操大办婚丧事宜
据介绍，《广州市纪委监察局干部监督管理暂行办法》共8章33条，主要包括轮岗交流、任职回避、公务回避、任职谈话、信访谈话、诫勉谈话、述职述德述廉、出国（境）管理等内容。《广州市贯彻〈广东省纪检监察干部行为规范〉实施办法》共11条，主要包括制定目的、适用范围、具体行为规范、实施主体、监督主体和违反行为规范的处理措施等内容。
其中，《实施办法》对全市纪检监察干部列出了具体行为规范，要求纪检监察干部不准有为被调查对象打探说情、通风报信、出谋划策；干预案件查处工作，以案谋私或者为腐败分子充当保护伞；打着领导或者纪检监察机关的旗号办私事、谋私利、徇私情，干预或者介入工程建设、项目招投标等商务活动；参与任何形式的赌博活动，接受不健康的陪侍服务，发生打架、斗殴、酗酒滋事等不注重纪检监察干部形象的行为；利用职权或者职务上的影响，大操大办婚丧喜庆事宜等十类行为。
纪检监察干部加强廉政风险防控
市纪委常委、新闻发言人梅河清说，上述两个《办法》重点明确了三方面内容。首先，进一步深化廉政风险防控机制建设。重点围绕纪检监察信访举报处置权、案件检查权、定性量纪权、执法纠风权、干部任用权、资金资产支配权，在查找廉政风险点、科学评定风险等级基础上，进一步健全完善防控措施、固化流程制度，探索开展制度廉洁性评估工作，建成“分岗查险、分险设防、分权制衡、分级预警、分层追责”的纪检监察机关智能化廉政风险防控体系，强化权力制约。
其次，进一步完善内部管理制度体系。进一步完善纪检监察干部轮岗交流、任职回避、任免职谈话、述职述廉、诫勉谈话等制度，强化内部约束，把权力关进制度的“笼子”里。
同时，进一步严格日常监督管理。建立健全涉及纪检监察干部信访举报的受理、办理、核查、督办等制度，加大对涉及纪检监察干部信访举报问题的查处力度。进一步严明工作纪律，对纪检监察干部出现的苗头性倾向性问题早打招呼早提醒，对不适合在纪检监察机关工作的干部坚决调离，对严重违纪违法的干部依纪依法严肃处理、决不姑息。
梅河清表示，市纪委接下来将积极采取有效措施，督促和引导广大纪检监察干部自觉践行和严格遵守上述两个《办法》，认真履行好纪检监察机关的职责和使命，自觉接受广大干部群众和社会监督，打造一支信念坚定、为民服务、勤政务实、敢于担当、清正廉洁的纪检监察干部队伍。
