五保供养，是我国政府对于在农村生活的丧失劳动能力、没有收入来源、没有具备扶养能力的法定扶养义务人的年老、残疾以及未满16周岁的困难人群，设立的一种救助扶养制度。根据国家相关法律法规的规定，五保供养的原则之一就是，应保尽保。近日，记者在河南省息县多个乡镇调查时却发现，该县大量符合五保供养条件的困难人群，却因指标限制，迟迟无法得到应有的供养资格。
群众：他说没指标。你得等着外头的，哪个五保死了，你来顶他的。
公社里说没指标，他说这个指标是省里发下来的，老家伙不死，年轻人添不上。
当地群众说，好不容易排上队了，还得交1500到3000不等的费用。

民政干部1：人不死都找不出符合条件的，也就是说上面不给指标，在这个圈里，死一个，只能添一个，没有其他啥办法。
民政干部2：死亡的可以调整。那数儿一直都没有动过。
民政干部3：人家安葬了，按国家规定人家还要领取这一年的安葬补偿金，对不对？等于说是你提前把这一年的安葬补偿金支付给他了。谁安葬你就得给谁。
而对于群众及基层民政干部的这些说法，息县息县民政局农村低保五保中心主任夏勇坚决否认。
夏勇：不存在，不存在！国家要求的，应保尽保，县级财政全额预算。只要是他符合农村五保户的条件，按照条例要求符合条件，乡镇的一申报，我们就给他办理相关的五保证，兑现发放供养金。
