中新网12月2日电 (记者 李金磊) 全国假日办自11月27日发布的法定节假日调休方案调查昨日结束。调查结果显示，保留春节和国庆两个7天长假的第三套方案获得的支持率最高，但2014年的放假安排是否会按照得票数最多的方案执行目前还不确定。值得注意的是，网友呼吁延长春节假期、恢复五一黄金周的意见仍然强烈。
保留国庆7天长假的第三套方案支持率最高
继今年10月假日调查后，全国假日办于11月27日第二次通过网络征集民众对放假安排的意见。此次调查提出三个调休方案供网民投票。经过5天的时间，昨天(12月1日)调查正式结束。
调查结果显示，保留国庆七天长假的第三种方案最受欢迎，其次是第一种方案，第二种方案支持率最低。其中，中新网的调查结果显示59.4%的人支持方案三，新浪网为49.9%。
如果假期安排按照方案三执行，那么2014年将如何放假？中新网记者查阅2014年日历发现，由于2014年元旦恰逢周三，而方案三规定“节假日逢周三时不调休，仅在当天放假”，因此明年元旦将只休一天。
根据方案三“春节放假3天，调借相邻周六、周日形成7天长假。国庆节放假3天，调借相邻周六、周日形成7天长假，假期固定为10月1日至7日”的规定，明年春节和国庆将分别休息七天，但由于需要调休，春节后或国庆前将可能出现连续上9天班的情况。
方案三还规定“逢周六、周日时周一补休”，由于2014年清明节为4月5日，适逢周六；端午节为6月2日，适逢周一；中秋节为9月8日，也是周一。这意味着明年清明节、端午节、中秋节这个三个节日在没有调休的情况下，将形成三天小长假。
此外，按照“逢周二、周四时，调借相邻周六、周日形成3天小长假”的规定，由于明年劳动节适逢周四，因此，劳动节可能由5月1日放到到5月3日(周六)，然后5月4日(周日)上班，这意味着劳动节后可能出现自5月4日到5月9日连上6天班的情况。
按照惯例，2014年的放假安排将在本月公布。但需要说明的是，2014年的放假安排是否会按照此次调查得票数最多的方案三执行，国家旅游局新闻处相关负责人在接受媒体采访时表示，目前还不确定。
两大呼声最高：延长春节假期、恢复五一黄金周
在此次征集意见过程中，有很多专家和网友肯定了此次民意调查是一种进步，但同时表示，目前三套方案都不那么让人满意，在五一长假缺位和无更佳方案的情况下，选择方案三是迫不得已。
值得注意的是，和上一次调查一样，网友的意见中两大呼声仍旧最高：一是延长春节假期；二是恢复五一黄金周。
网友们表示，春节是中国最传统和重要的节日，一周的时间根本无法满足人们往返回家团聚的需求，因此希望延长春节假期，很多网友希望春节延长至元宵节；还有网友表示，三套放假安排方案没有恢复五一黄金周，这样的话根本无法缓解十一带来的旅游高峰问题，因此，应该恢复五一黄金周，充分满足人们对长假出游、探亲的需求。
“中国人最缺的还是长假。”中国社会科学院旅游研究中心特约研究员刘思敏在接受中新网记者采访时表示，方案三保留了两个7天长假，这充分说明人们了对长假的渴望，因此，方案三得到最高的支持率也是理所当然。
对于网友的呼声，刘思敏指出，网友希望延长春节和五一假期，这涉及到增加假日总量的问题，但按照现有的法规，中国的法定节假日总量只有11天，因此，此次调休方案是在现有法规下对放假做的技术性调整，只回应了网友对挪假的不满，无法回应要求增加春节和五一假期的民意诉求。
而对于如何解决中国式休假难题，专家们给出的药方是适当增加长假供给，加快落实带薪休假制度，将休假的权利还给民众自己。
今年2月，国务院发布了国民旅游休闲纲要，明确提出到2020年职工带薪年假制度基本得到落实的目标。专家表示，政府层面更应该加强带薪休假制度的推进工作，只有更好地落实了带薪休假制度，中国式休假难题才能得到缓解。(完)
