  2013年11月15日,黄骅市召开市委常委会议,对部分乡科级干部行政职务进行了调整,其中涉及62名乡科级干部不再担任现任职务。《新京报》对这一情况进行报道后,黄骅市委就有关情况说明如下:


  关于此次干部调整的背景:近几年来,黄骅市乡科级干部队伍调整的数量和频次非常少,尤其是2011年底以来两年基本没有调整干部。导致干部流动缓慢,一地一岗一职任职时间长的人员较多,年龄结构老化。


  渤海新区是河北省经济社会发展的增长极,而黄骅市更是增长极中的增长极。面对当前大发展快发展的紧迫性,需要按德才兼备的原则选用一批年轻有为、充满活力、敢于担当的干部,去完成和推动黄骅新的事业的发展。调整前,与相关人员尤其是涉及到的一把手进行了比较充分的沟通。调整后的集体谈话会上,对他们的工作给予了充分肯定,对其为年轻干部让出位置的高风亮节表达了真诚谢意。目前,涉及到的大多数干部,都能心平气和、支持市委决定的。


  关于几个具体问题的说明


  1、关于提前离岗、吃空饷的问题。此次调整,相关干部只是不再担任现任乡科级职务,仍在编在岗,没有要求离开工作单位、岗位“回家”。同时,对上述人员也没有提高工资。不存在提前离岗和吃空饷的问题。


  2、关于被提前离岗、拒签辞职报告的问题。对不再担任职务人员,黄骅市委坚持征求本人意见,个人自愿辞职,未作“现场签字”等硬性要求。目前,所有相关人员都已陆续签字自愿辞去现任乡科级职务。由于涉及人员较多,出于提高效率考虑,统一了报告格式,但在本人签字前都能面对面沟通。不存在被提前离岗和拒签辞职报告的问题。


  3、关于政法系统干部不担任职务、个别人员安排工作的问题。政法系统干部不再担任职务,是经市委常委会议集体研究决定的,体现与其他单位干部“一视同仁”的原则。同时,法院、检察院的干部也只是不再担任科级行政职务,没有免去法律职务,仍在原单位履行法定职务,开展工作、发挥作用。另外,个别干部的工作是根据工作需要和本人特长安排的。其中:为保持工作连续性和稳定性,市纪委黄平寨同志仍负责政务大厅建设等工作。为进一步促进渤海理工学院党的建设工作,刘印荣同志到该学院工作。没有“因为几个人找市委反映才被安排了工作”的情况。


  三、调整的初步效果


  此次干部调整,黄骅市委将干部在干事创业,尤其是在重项工作中的表现情况,作为干部任用的重要标准。突出一线,注重基层,为事业选人、凭实绩用人,选拔想干事、能干事、干成事,德才兼备、敢于担当的干部。通过调整,进一步激发了干部队伍干事创业的激情活力,树立了正确鲜明的用人导向。


  总体上讲,全市绝大多数干部群众积极拥护市委的决定,各级干部干事创业的激情饱满、干劲十足,干部队伍精神状态良好。调整后,没有因部分人员不再担任职务影响工作,经济社会发展各项事业都在积极推进,社会认可度和群众满意度比较高。
