凡是官僚主义盛行的地方，市场经济往往发展得比较缓慢。十八届三中全会将市场在资源配置中的作用由“基础性”上升到“决定性”，体现了党对市场经济规律的遵循，是中央对市场作用的新定位。我们现在很多领导干部在面对市场这只“手”时很不习惯，说到底是官僚主义在作怪。这类干部习惯于当官做老爷，习惯于“别人求我办事”，把手中的权力当作包治百病的“神药”。今后，我们要坚决向这种不良风气开刀，进一步强化市场意识、服务意识，自觉运用市场规律解决改革发展中出现的各种问题。
要破除本位主义风气。全面深化改革的目标之一，就是突破利益固化的藩篱。各单位、各部门是改革的推动者，但有的时候也可能成为改革的阻碍者。经过30多年的改革开放，有些单位和部门成为改革的受益者，在新一轮改革中，这些单位和部门有可能因为不愿放弃既得利益而阻碍改革进程。比如说，在行政审批制度改革过程中，一些原本可以下放或取消的行政审批事项，有些部门为了本部门利益，以种种借口拖着不放或者“分期下放”；在机构改革中，有些部门担心削弱了自身地位，不愿改甚至反对改。这些都是本位主义的表现，深化改革，局部必须服从全局。
要破除机会主义风气。这里所说的“机会主义”，不是传统意义上的机会主义，而是指不愿付出改革成本，只希望他人承担改革成本，自己坐享其成“搭便车”的投机取巧风气。突出表现为三个方面：一是搭乘中央改革的“便车”。不主动创新，而是亦步亦趋，死守条条框框，不敢越雷池半步。二是搭乘其他地区改革的“便车”。有些地方和领导干部深受“枪打出头鸟”观念的影响，不愿在改革方面“出头”，而是等其他地区改革取得初步成功后再跟进，让别的地区承担制度创新的风险和试错成本，降低自己的改革成本。三是搭乘微观主体改革的“便车”。让市场微观主体承担探索改革创新的风险，再相机采取行动。“搭便车”的行为，将延长本轮改革的时间，错过最佳改革时机，增加改革成本。
要破除不作为风气。当前，我们要着力破除四个方面的不作为之风：一是庸懒散软、不思进取之风。有的干部满足于现状，不想改、不愿改，不主动适应改革的新要求，不学习市场知识、经济理论，不按市场规律办事。二是事不关己、高高挂起之风。有的干部认为改革是中央的事、是其他部门的事，与自己无关，对改革漠然视之，消极应对。三是空喊口号、不见行动之风。有的要求别人改革头头是道，要求自己改革就千难万难。四是不敢担当、求稳怕乱之风。这些不良风气是影响改革的负能量，是推进改革的绊脚石。面对新一轮改革的繁重任务，消极等待、被动应付没有出路。每一名领导干部都应置身其中，勇当改革践行者、推动者。
