博客图片网上流传
南都记者检索发现，有关合影的网帖最早于11月18日晚出现在网易博客中。
在题为《常德截访官员摆酷与“绝症”访民合影留念》的文章中，博主介绍，当日，湖南常德市临澧县官员去长沙截访，“期间，官员摆姿势与身患‘癌症’的访民段新德合影留念。”
合影显示，当时挂着白色条幅的段新德正拄着拐杖，靠着树，站在路边，另外两名男子一左一右围着他，面带笑容，左边的男子右手摆出“八”的手势，右边的则用左手打出“V”的手势。
博主称，“已身患‘绝症’一年多”的段新德之所以去省城喊冤，是因为他几年前被临澧县自来水公司有关人员打成轻伤，尽管当地启动了司法程序，但段新德并未得到医疗费等赔偿。除此之外，博主还发布了另外两张照片，据称是今年9月段新德上访时，临澧县信访局官员曾为其扇扇子哄他回家。
上访缘起三年前纠纷
段新德昨晚向南都记者证实，照片拍摄于11月18日，时间是“下午四到五点”。
按他的说法，照片中的两名男子是陪了他多日的临澧县信访工作人员。两人从上午8时一直陪到晚上他离开，期间多次“揉捏”他的身体，妻子在一旁也劝不住，后来拍了照片。
段新德还证实，其上访与博文中提到的与当地自来水公司的纠纷有关。2010年10月25日，他因与临澧县自来水公司的工程项目发生承包纠纷，遭该公司人员殴打致伤，后来还一度被强制进行精神病治疗，但有关医药费和打人者的责任追究等问题一直未获解决。南都记者注意到，去年有湖南媒体援引临澧县政法委《关于段新德信访案的情况汇报》等相关材料，证实了段与自来水公司工作人员的冲突及后续纠纷。
段新德表示，今年1月前后，自己被查出患有肺癌。他称，身体患病是受到纠纷拖累。
湖南媒体去年的报道提及，自2011年4月起，段新德多次反映其右腿肌肉萎缩、身体状况变差等问题，后来还出现打砸自来水公司玻璃等状况。当地司法鉴定中心出具的《法医临床鉴定意见书》认定，段新德“左眼视网膜震荡伤引起视力下降，其损伤程序已构成轻伤，评定为八级伤残”，且“伤害事件诱发精神障碍复发”。段新德随后被强行送往位于平江县的湖南省安康医院进行治疗，直到2012年1月10日回到常德。
对拉扯过程有不同解释
南都记者采访获悉，11月7日，段新德离开临澧再次踏上上访之路，中途被赶到的临澧县信访工作人员安排在长沙一家宾馆住着。不料，后来他躲避了陪同的政府工作人员，抵达湖南省委大院门外。
陪同截访人员接回段新德的一位张姓律师证实了事发的大致经过。他转述说，相关照片在网上流传后，合影中一名安福镇负责截访的工作人员曾跟他说，当时只是想把段胸前挂着的那条写着“冤”字的布拉到后面去，一边拉扯着一边说笑，没想到被段的妻子拍了照。不过，这个说法暂未得到当事人的确认。
段新德不认可这位安福镇工作人员的解释。他说，两个人当时拉扯他，实际上是要消耗他的精神，目的是让他感到疲倦，好支撑不下去尽早离开。针对合影照片，临澧县政法委常务副书记辛勤昨晚向南都记者表示不知情。临澧县委宣传部副部长陈金波亦在短信中回复，具体情况应由相关部门和当事人提供。
在合影后数日，段新德已被临澧县和安福镇相关工作人员一同接回该县。南都记者 张东锋
