搞基建 为民生还是为赚钱？

跟随季多年的资深媒体人邱宁（化名）近日告诉北京青年报记者，季的这些言论并非全是在“卖弄”，“在扬州时，季建业喜欢深夜在自己下榻的宾馆里拆阅市民来信，他亲自拆封阅读，甚至不让秘书碰，这个习惯他一直保持到了南京。”
据邱宁回忆，在市民向市长反映的声音里，季最关心住房保障问题。“曾经一封信来自一名家庭贫困的小学生，季建业看到后很快在南京摄山新城解决了孩子的廉租房”，日后这件事被他身边人广为宣扬，也成为不少人当面赞美季的一件美谈。
不过邱宁也发现，季建业似乎并不是对所有的民生问题都能像这样关心——“准确地说，对于‘建设’以外的问题就不太关注”。据他透露，在南京市拆除城西干道并修隧道时，通往江北的江东路也在施工，再加上长江二桥、三桥、四桥和长江隧道都要收费，所以南京长江大桥成了市民们进出市区的主要通道，一时间车满为患，天天堵塞。鉴于二桥、三桥、四桥都不属于政府工程，有人建议市政府在这段特殊时期给长江隧道临时免费（通行15元/次），缓解大桥的拥堵。当时，分管城建和交通的副市长陆冰批准了这个建议，但到了由市长最终拍板决策的时候，季建业把这个方案否了。

与后来在南京时不同，季建业在扬州任上大搞建设，曾获得当地民众的支持。27岁的扬州人小琳说，她的外公外婆很赞赏季建业，认为没有季建业就没有现在的扬州。在扬州执政期间，季建业大力开展市容改造、开发区建设，扬州成了国家卫生城市、国家环保模范城市。不过北青报记者在扬州采访时发现，这些漂亮的工程背后仍有可能涉及贪腐问题。已经有媒体报道，上市公司、国内装饰业第一股苏州金螳螂的发迹与季建业在扬州的大兴土木相关联，目前，公司实际控制人、江苏首富朱兴良已经被警方控制4个多月。
此外， 2006年年末，扬州市高调查处了一起违法开发案件，牵出了原规划局局长张杰、原房管局副局长杜葆华等20多人，张、杜后来分别被判有期徒刑12年、6年，此案也受到了当事一方的质疑。北青报记者在扬州接触到了一位当年被查处的处级官员，在该官员眼中，当年季领导下的这场“反腐败”根本就是一次“拔（眼中）钉子”。
据介绍，张杰和杜葆华早在上世纪80年代末就从事扬州市的市政规划工作，资历很老。当扬州市在2001年由季建业主政后，两个人开始感到“日子难过了”。
一位扬州官场人士评价张杰“个性鲜明，工作作风泼辣，敢于和领导硬碰硬”。正因如此，张曾多次因规划思路不同，在公开场合当众顶撞季建业。张杰在落马前多个场合也表达过对季建业的嘲讽——“小季不懂（市政规划）”，“而杜葆华曾在‘创建卫生城’活动中质疑过市领导选择的工程方，和当时分管城建工作的一位副市长有过矛盾”。
杜葆华的家人告诉北青报记者，2004年，扬州市开始了文昌苑小区的拆迁安置房建设。杜对一些施工细节提出质疑：“在建造成本相差无几的情况下，为什么选择用涂料粉饰楼体外墙，而不用质量更好的瓷砖？”但主管此事的副市长与季的关系非常铁，最终文昌苑还是用了涂料。有外贸局知情人向记者透露，该副市长其实是和一名朱姓涂料供应商交好。
杜家人认为，正是张、杜二人对市领导班子的顶撞，终于招来了祸端。2006年，两人因受贿罪落马，被革职并判刑。据一位曾看到过当时卷宗的人描述，上面列举杜葆华从政约15年的受贿总额约为30万元，“都是接受赠予的礼金性质的钱财，1000元、2000元一笔笔累计起来算的”。
当年的报道显示，张、杜判刑后，季曾要求扬州市政界认真吸取两人的教训，清廉自守，真正做到不义之财不取、不法之物不拿、不净之地不去。
鼻毛剪 自信还是刚愎自用？
曾接近季建业的人士回忆，季本人在官场十分自信，而这份自信来源于多方面。落马后，网上有人一度翻出了“季建业的岳父是江苏省省委常委”的传言。10月20日，有来自南京的消息人士对北青报记者确认：季建业的岳父的确是前江苏省某高官。“只是，两人并没有在官场上形成明确的纽带关系。他从没有过‘使出浑身解数，把女婿推上高位’的做法。”不过，这位消息人士曾回忆起几个相关片段。上世纪90年代初，当季建业还是苏州市下属吴县的县委副书记时，这位高官曾到苏州市视察，当时，该市大小官员陪伴左右，高官在人群中把30多岁的季建业叫到身边，拍着他肩膀对大家笑说：“这是我女婿，以后大家多多关照，多多批评！”类似这样的“引荐”，不止一次。
