　　中华环保联合会法律中心副主任马勇介绍，早在今年10月他们就接到举报称，吉林油田松原采气厂将大量未经处理的联合站污水、生产维修产生污水直接用罐车，运输偷排到吉林省松原市南山附近的渗坑内，致使周边的土壤和地下水的生态环境受到了严重污染。

　　华联会就此就进行了实地调查，发现这家公司排放的污水中含有大量石油类物质，该渗坑表层已被厚厚的油层覆盖，大气中也会弥漫着刺鼻的油气味，周围生长着的林木也受到了严重威胁。此外，因环境污染养殖场母畜流产，幼畜死亡，养殖场被迫关闭这些行为都非常严重。这些排污行为日前也是被媒体曝光了，中华环保联合会认为吉林油田的排污行为已经严重违反了《环境保护法》、《水污染防治法》和《侵权责任法》有关法律的规定，所以中华环保联合会就就此向吉林油田及其母公司中石油提起了公益诉讼。

　　根据马勇的介绍，目前北京二中院已经签订起诉书，除了停止排污之外，他们在诉讼中是要求，被告中石油赔偿将近为6075万元的费用，费用将通过法院和原告监管的专项生态恢复基金用于当地的环境修复。而中石油方面此前对于吉林油田的排污事件回应称，已经成立了调查组，责令油田立即制定整改措施。

　　马勇表示，据当地的农民反馈，中石油只是将污染的渗坑填土，但是坑里的污染物并没有挖出来，还是会造成土地和地下水的污染。不过目前对于法律是否正式立案、何时裁定、是否受理还没有确定。
