今年12月1日，第26个“世界艾滋病日”， 受李克强总理委托，国务院副总理、国务院防治艾滋病工作委员会主任刘延东专程来到北京佑安医院转达李克强的一封信，并考察艾滋病防治工作、慰问患者。李克强在信中向在防艾一线的广大医务人员、基层工作者、社会组织和志愿者慰问致谢，为正与病魔作斗争的艾滋病患者加油鼓劲。他明确指出：我们取得的成绩里，凝聚着党和政府的努力以及社会各界防艾人士的智慧与辛勤付出。
梳理连续三年的“世界艾滋病日”，可以看出政府对社会防艾组织从逐步认可到日益重视的历程。先是认可在艾滋病防治领域，政府的“主力军”、“主心骨”作用之外，社会组织有着独特的优势，能发挥不可替代的作用；继而认识到在许多领域，政府并非万能，也不应该“包打天下”；再进一步认清培育社会力量、拓宽社会空间，乃是改革的重要潜力，也是我们这个国家蕴藏的巨大存量资源。
正是基于上述认识，李克强总理才在今年的信中明确要求：有关部门要改革创新，通过购买服务、提供支持，激发更多社会组织参与防艾工作，共同编织爱心之网，筑起防治艾滋病的防火墙。
他在信中写道：“照亮夜空需要无数颗闪亮的星星。做好防艾工作，不仅要更好落实政府责任，还需要千百万满怀爱心的志愿者的参与奉献。社会组织在艾滋病防治中，无论是沟通患者心灵、抚慰精神创伤，还是干预高危行为、引导患者融入社会，都发挥着不可替代的作用。”这样的话，让人从“世界艾滋病日”这个窗口，看见夜空越来越多的星星正在汇入这场“科学与爱心”的交响合奏，而璀璨星空照亮的，不仅是艾滋病感染者和患者暗淡的个人空间，也将照亮整个社会组织发育的进步之途。
防艾，或是社会建设提速的一个细微而有效的切入点。期待在明年的这个日子，从这个窗口还能透出新的风景，让社会仰望更亮的星空。(穆柏)
