第九次全国归侨侨眷代表大会今天隆重开幕了，这是我国侨界政治生活中的一件大事。开好这次大会，对于深入贯彻党的十八大、十八届三中全会精神和习近平总书记一系列重要讲话精神，团结动员广大归侨侨眷和海外侨胞为实现“两个一百年”奋斗目标、实现中华民族伟大复兴的中国梦而奋斗，具有重要意义。我受党中央委托，向大会召开表示热烈的祝贺！向广大归侨侨眷、海外侨胞和侨联工作者致以亲切的问候！
今年是中国改革开放35周年。35年来，中国共产党带领全国各族人民团结奋斗，在海内外中华儿女共同支持下，坚定不移走中国特色社会主义道路，取得了改革开放和社会主义现代化建设的辉煌成就，中华民族伟大复兴展现出鼓舞人心的光明前景。
35年来，广大归侨侨眷和海外侨胞以爱国爱乡的赤子情怀，积极发挥独特优势，为推动祖国现代化建设，为促进祖国和平统一，为传播中华文化、增进中国人民同世界各国人民友谊，作出了重要贡献。特别是在祖国遇到大事难事时倾心倾力相助，表现出中华儿女血浓于水的同胞深情。事实充分证明，广大归侨侨眷和海外侨胞不仅为挽救民族危亡、建设独立民主的新中国作出了历史性贡献，而且是建设中国特色社会主义的宝贵资源，是实现中华民族伟大复兴的重要力量。党中央充分肯定广大归侨侨眷和海外侨胞在中国改革开放和社会主义现代化建设中的独特作用和重要贡献。
在改革开放进程中，各级侨联组织高举爱国主义和中国特色社会主义旗帜，广泛团结、热忱服务广大归侨侨眷和海外侨胞，在凝聚侨心侨力、推动科学发展、促进社会和谐中发挥了不可替代的作用。特别是第八次全国归侨侨眷代表大会以来，各级侨联组织坚持围绕中心、服务大局，坚持以人为本、为侨服务，坚持国内海外工作并重、老侨新侨工作并重，在服务经济发展、引进海外人才、依法维护侨益、积极参政议政、开展对外文化交流、加强与港澳台侨界交往和拓展海外联谊等方面做了大量卓有成效的工作，充分发挥了党和政府联系归侨侨眷和海外侨胞的桥梁纽带作用。
党的十八大描绘了全面建成小康社会、加快推进社会主义现代化的宏伟蓝图，开启了实现中华民族伟大复兴的新征程。习近平总书记提出实现中华民族伟大复兴的中国梦，承载着全体中华儿女的共同向往，昭示着国家富强、民族振兴、人民幸福的美好前景。刚刚召开的党的十八届三中全会作出了全面深化改革的重大决定。共同的目标需要共同的力量，共同的愿景需要共同的奋斗。中华民族五千年来历经磨难、生生不息，靠的是强大的民族凝聚力。中国共产党领导中国人民彻底结束旧中国内忧外患、积贫积弱的悲惨命运，通过新民主主义革命、社会主义建设和改革开放取得举世公认的伟大成就，使中华民族以崭新的姿态自立于世界民族之林，这一切都离不开全体中华儿女的爱国奋斗。今天，我们要在中国特色社会主义道路上实现中华民族伟大复兴的中国梦，更加需要海内外中华儿女同心同德、齐心协力、共同奋斗；更加需要归侨侨眷和海外侨胞发挥独特作用，作出重要贡献。希望广大归侨侨眷和海外侨胞发扬热爱中华、振兴中华的爱国爱乡传统，把民族的梦想、祖国的梦想化为个人的梦想、家庭的梦想，把自己的发展和人生的追求融入祖国的发展和民族的追求，以我们每个人、每个家庭的努力奋斗汇聚成实现民族梦、祖国梦的磅礴力量，为实现中华民族伟大复兴的中国梦作出独特贡献。
第一，希望广大归侨侨眷和海外侨胞抓住祖国全面深化改革开放的新机遇，为促进祖国现代化建设作出独特贡献。党的十八届三中全会对新形势下全面深化改革作出了总部署，再次吹响了中国改革开放的进军号。广大归侨侨眷和海外侨胞是改革开放的支持者、参与者、受益者。希望大家抓住祖国全面深化改革开放的新机遇，把爱国之情、报国之志投入到新的改革开放实践中去，在国家发展最需要、自己最能起作用的领域充分发挥侨界的资金、技术、智力等独特优势。可以积极穿针引线、铺路搭桥，促进中国与其他国家的经贸技术合作；可以直接回国投资兴业，尤其是发展新兴产业，参与国内产业转型升级；可以积极引进海外人才，特别是帮助侨胞中的高层次人才回国创新创业，服务于创新型国家建设；也可以与国内企业合作，借助侨胞遍及全球的商业网络，帮助企业更顺利地走出去投资经营；还可以发挥眼界开阔、见多识广的优势，介绍可为中国借鉴的其他国家经验、理念、做法，为破解改革发展难题建言献策。归侨侨眷和海外侨胞各自所处环境不同、条件不同，只要尽己所能、扬己所长，都能以各种适宜方式为实现中国梦贡献力量。
第二，希望广大归侨侨眷和海外侨胞为维护民族团结、推进祖国统一作出独特贡献。海内外中华儿女血脉相连、手足情深。热爱伟大的文明古国，热爱伟大的中华民族，这种情感深深渗透在每个中华儿女的血液中。“兄弟同心，其利断金。”有了海内外中华儿女的大团结，就能形成推进祖国统一、实现民族梦想的强大合力。希望广大归侨侨眷和海外侨胞发挥各自优势，以血缘、地缘、语缘为基础，以亲情、乡情、友情为纽带，加强联系交往，互相支持帮助，巩固和发展海内外中华儿女大团结。中华民族是个大家庭，各民族同胞是一家，不论身居何处，都要共同反对民族分裂，共同维护祖国统一。希望广大归侨侨眷和海外侨胞发挥融洽同胞感情、增进民族共识的独特作用，为维护港澳长期繁荣稳定，为推动两岸关系和平发展，为推进祖国和平统一进程贡献力量。
第三，希望广大归侨侨眷和海外侨胞为传播中华文化、增进中国人民同世界各国人民友谊作出独特贡献。当今世界日益成为紧密联系的整体，中国发展越来越离不开世界。我们真诚希望世界上越来越多的人能真实了解中国的历史和文化，全面了解中国的现在和将来，使中国梦的实现有一个良好外部环境。海外侨胞是介绍中华文化、增进中外人民友谊的民间使者，在这些方面有着得天独厚的优势。希望广大归侨侨眷和海外侨胞传承和弘扬中华优秀文化，展示中华民族讲信修睦、爱好和平的历史传统；积极介绍当代中国的现实国情和发展状况，讲好中国人民艰苦创业、建设国家的奋斗故事。我们自己要深刻理解中国走和平发展道路的坚定选择，对外传播好中国和平、发展、合作、共赢的声音，使中国梦与世界各国人民的梦想相通，增进各国人民对中国现代化的理解、信任和支持。海外侨胞虽然远离故土，但祖(籍)国人民始终牵挂着你们。希望海外侨胞与当地人民和睦相处、共同发展，你们发展得越好、对住在国贡献越大，就越能加深住在国人民与中国人民的友好合作。
第四，以改革创新精神推进侨联工作，积极开拓侨联工作新领域。侨联是党领导的人民团体，是党和政府联系归侨侨眷和海外侨胞的桥梁纽带，是团结服务广大归侨侨眷和海外侨胞的群众组织。凝聚广大归侨侨眷和海外侨胞力量，为实现中华民族伟大复兴的中国梦而奋斗，是侨联工作的时代主题。各级侨联组织要深入学习党的十八大和十八届三中全会精神，深入学习习近平总书记一系列重要讲话精神，牢牢把握侨联工作时代主题，解放思想、改革创新，更好团结服务广大归侨侨眷和海外侨胞。国内工作是侨联工作的基础，老侨工作是侨联工作的传统优势。要扎实做好国内工作和老侨工作，推动各项权益保障和改善民生政策在侨界的落实，尤其要关心帮助特困归侨侨眷，让他们共享祖国改革发展成果。改革开放以来，出国留学和海外移民人数越来越多，新一代华侨华人不断成长。同时，以高层次留学人才为主的新归侨迅速增加。当前侨联工作的一个重要变化和创新，就是要适应海内外侨情的新变化，积极拓展海外工作，积极拓展新侨工作。一是拓展海外联络。多渠道、多层次、多形式开展海外联谊，加强与境外侨团的联系，深交老朋友，广交新朋友。创新方式，建立与新出国华侨联系的渠道。倡导侨帮侨传统，帮助海外留学生和新华侨更好适应当地的学习、工作和生活。深入开展“亲情中华”主题活动，组织寻根祭祖，推动海外华文教育，帮助华侨、华裔新生代增进对中华文化的了解和认同。二是拓展服务新侨。关注和了解新侨回国创新创业遇到的问题，推动有关政策、法规和服务措施的创新完善。关心国内新侨眷的工作、生活，尤其要积极帮助侨界留守儿童、空巢老人解决实际困难。加强侨情调研，听取侨界对经济社会发展的意见建议，积极向党和政府反映侨界情况和侨界人士的意见。侨联工作领域的拓展是侨联工作的改革创新，其目的是通过这两个拓展，最大限度把归侨侨眷和海外侨胞团结起来，最大限度把归侨侨眷和海外侨胞的积极性调动起来，最大限度把归侨侨眷和海外侨胞的优势发挥出来，汇聚成海内外中华儿女为实现中华民族伟大复兴的中国梦共同奋斗的合力。
