曹黄林镇马寨村，地处河南省息县最南端。村子中间的一块菜地上，有两座土坯房，如果不是村民确信地指点，这里丝毫看不出有人居住的迹象。五保户老金就住在这里：
记者：有没有家里可怜的现在五保还没有当上的？

群众口中的指标一说，也得到了多个乡镇民政干部的证实：
民政干部1：人不死都找不出符合条件的，也就是说上面不给指标，在这个圈里，死一个，只能添一个，没有其他啥办法。
民政干部2：我从09年干到现在，一个都没增加，他每死一个进一个，指标保持不变。
记者：只能有283个五保户，不能284个？
民政干部：那不行，284没人给钱。

申领者还须替刚死的五保户交安葬费
根据国务院《农村五保供养工作条例》中的规定，所谓五保，是指对符合条件的困难群众，保吃、保穿、保住、保医、保安葬。不过，记者在当地调查时还发现，在息县部分乡镇，五保变成了“四保”，而安葬费用，要由急于申请五保供养的人承担。
曹黄林镇马寨村的老陈说，虽然自己马上就能排上队了，但为了这个指标，他还额外花了1500块钱：

曹黄林村的老夏，前年排上了队，交了1100元。在老夏看来，这个五保指标，是自己花钱买来的：
老夏：死一个才能顶一个！不死顶不到。顶了他还要钱，我就是掏一千一买的，这个钱呢。村里他拿去了呢，他说交到乡里，乡里说交那个死的那个人的，买人家那个本，你不交人家钱，人家不给你。
正在等待下一个五保指标的东岳镇村民老徐，如果今年能排上队，要交2000元。而白店乡群众说，3000元的五保办理费用，实在拿不出来。
五保供养的条件之一就是，没有收入来源。依法申请五保供养，还要交钱？
对此，当地一位民政干部的解释是，这笔钱，不是给政府的，而是交给负责安葬死亡五保户的人：
民政干部：比如说，今年11月死的，对吧，你说我不急这样调，我也不拿这2000块钱，那行，那你就等到明年这个时候调。假如我现在就要调，这钱我急着领，那么你就拿着安葬费，交给他本人。

《河南省实施<农村五保供养工作条例>办法》中的确有这样的规定：农村五保供养对象死亡的，一次性支付其原享受的1年供养金，作为丧葬补助费。不过，办法中所称的支付丧葬补助费主体，却不是其它五保户，而是农村五保供养服务机构或村民委员会。
《信阳市人民政府关于进一步加强农村五保供养工作的通知》中规定，各区县要按规定程序将符合农村五保供养条件的人员，全部纳入供养范围，落实供养待遇。《河南省实施<农村五保供养工作条例>办法》中也明确规定，对符合条件且本人提出申请的村民，各级政府部门级村委会应当按规定及时办理有关手续，不得以任何理由拖延或者拒绝办理。
对于息县出现的五保指标一事，县民政部门又是作何解释呢？
对于记者调查中发现的五保指标一事，息县民政局农村低保五保中心主任夏永表示，不存在这种情况：
虽然夏永说，全县五保户的死亡率每年在两三百人左右，但在其出示的息县2011至2013年农村五保人数表中，三年来，全县五保总人数只有3人的差额。14个乡镇五保人数没有任何增减。对此，夏永的解释是，乡镇往县里报，县里就给批：

而夏永的这些说法，遭到一些乡镇民政干部的否认：
