规定明确，事故调查工作应当按照“四不放过”和依法依规、实事求是、科学严谨、注重实效的原则认真开展。事故调查组应当在查明事故原因，认定事故性质的基础上，分清事故责任，依法依规依纪对相关责任单位和责任人员提出严肃的处理意见，杜绝失之于软、失之于宽、失之于慢的现象。
规定指出，对挂牌督办、跟踪督办的事故，组织事故调查的安全生产监督管理部门应当及时向督办机关请示汇报。负责督办的部门应当加强督促检查，并对事故查处进行具体指导，严格审核把关。对于中央企业发生的事故，事故发生地的上级安全生产监督管理部门认为必要时，可以提请本级人民政府决定提级调查。
规定明确，事故调查组应当按照下列期限，向负责事故调查的人民政府提交事故调查报告：(一)特别重大事故依照《条例》的有关规定执行；(二)重大事故自事故发生之日起一般不得超过60日；(三)较大事故、一般事故自事故发生之日起一般不得超过30日。特殊情况下，经负责事故调查的人民政府批准，可以延长提交事故调查报告的期限，但最长不得超过30日。
规定指出，事故调查报告应当由事故调查组成员签名。事故调查组成员对事故的原因、性质和事故责任者的处理建议不能取得一致意见时，事故调查组组长有权提出结论性意见；仍有不同意见的，应当进一步协调；经协调仍不能统一意见的，应当报请本级人民政府裁决。事故调查报告应当对落实事故防范和整改措施、责任追究等工作提出明确要求。
规定指出，经过批复的事故调查报告的正文部分由组织事故调查的安全生产监督管理部门按照国家有关规定及时在政府网站或者通过其他方式全文公开，但依法需要保密的内容除外。有关部门和事故发生单位应当自接到事故调查报告及其批复的3个月内，将有关责任人员和单位的处理情况、事故防范和整改措施的落实情况书面报(抄)送组织事故调查的安全生产监督管理部门及其他有关部门。
