上午9时30分，中共中央总书记、国家主席、中央军委主席习近平等步入会场，全场响起热烈的掌声。
大会在雄壮的中华人民共和国国歌声中开幕。中共中央政治局委员、国家副主席李源潮受党中央委托，发表了题为《团结动员广大归侨侨眷和海外侨胞为实现中华民族伟大复兴的中国梦作出独特贡献》的祝词，向大会召开表示热烈的祝贺，向广大归侨侨眷、海外侨胞和侨联工作者致以亲切的问候。
李源潮在祝词中说，广大归侨侨眷和海外侨胞是建设中国特色社会主义的宝贵资源，是实现中华民族伟大复兴的重要力量。第八次全国归侨侨眷代表大会以来，各级侨联组织做了大量卓有成效的工作，充分发挥了党和政府联系归侨侨眷和海外侨胞的桥梁纽带作用。
李源潮指出，今天，我们要在中国特色社会主义道路上实现中华民族伟大复兴的中国梦，更加需要海内外中华儿女共同奋斗。希望广大归侨侨眷和海外侨胞发扬热爱中华、振兴中华的爱国爱乡传统，抓住祖国全面深化改革开放的新机遇，为促进祖国现代化建设，为维护民族团结、推进祖国统一，为传播中华文化、增进中国人民同世界各国人民友谊作出独特贡献。各级侨联组织要深入贯彻党的十八大、十八届三中全会精神和习近平总书记一系列重要讲话精神，以改革创新精神推进侨联工作，开拓侨联工作新领域，积极拓展海外工作和新侨工作，更好团结服务广大归侨侨眷和海外侨胞。(祝词全文另发)
中华全国总工会副主席、书记处第一书记陈豪代表各人民团体向大会致贺词。会上宣读了《中华全国归国华侨联合会、国务院侨务办公室关于表彰中国侨界杰出人物和全国归侨侨眷先进个人的决定》、《人力资源和社会保障部、中华全国归国华侨联合会关于表彰全国侨联系统先进集体和先进工作者的决定》。
大会主席团常务主席林军代表中国侨联第八届委员会向大会作了题为《建好侨胞之家 凝聚侨界力量为实现伟大的中国梦而努力奋斗》的工作报告。
部分在京中共中央政治局委员、书记处书记，全国人大、国务院、全国政协以及中央军委的领导同志出席会议。
中央和国家机关有关部门、各民主党派中央、全国工商联负责人和无党派人士，各人民团体负责人，第九次全国归侨侨眷代表大会代表等共约3200人参加了开幕式。
