纪委监察部门认定，冯某作为党员领导干部，以他人名义投资农业专业合作社，造成不良社会影响。根据《中国共产党纪律处分条例》第七十七条的规定，11月28日，南充市纪委常委会决定，给予冯某党内警告处分，按程序调离现工作岗位。
