社保基金首次提交人代会审查
2014年，北京将首次实现公共财政预算、基金预算、国有资本经营预算、社保基金预算四本预算全部提交市人代会审查、批准。这意味着备受关注的社保基金预算，将首次进入公众的视野。
我国自2010年开始试编社保基金预算，包括企业职工基本养老保险基金、失业保险基金、城镇职工基本医疗保险基金、工伤保险基金、生育保险基金等内容。近年来，这些钱收入多少，花了多少，包括公众关注的钱够不够花、是否有亏空，公众都知之甚少。此次提交人代会审议，700多名人大代表，将可就其花销提出自己的意见和建议。
同时，今年还有部分新增内容提交审议：全过程预算绩效管理的部门要达到市级一级预算单位总数的30%以上，也就是近50个部门；部门预算公开数量在今年90个的基础上有所增加等。
初审时间由一天半增加至三天
由于预算初审工作量有较大增加，与往年相比，今年的初审会议时间由过去的一天半增加至三天，适当增加丰富了预算草案的审议内容。
其中，增加了半天全体参会人员研读会议材料的时间；增加了半天由市财政、发改、统计、审计等部门负责人对“四本预算”做专题解读介绍说明；增加了半天对2014年市市政市容委部门预算及“城市环境综合整治专项资金”进行专题审议。
■ 变化
预算初审扩至所有专门委员会
11月13日，市人大常委会六楼会议室内。市人大教科文卫体委员会开始初审市文化局2014年的部门预算。由市文化局长陈冬牵头，各处室负责人齐聚这里，听取代表们的意见。
“对同样规模的单位补贴数额为何差很多倍？”“2000万的文化体制改革经费，是花在哪些方面的？”代表们都来自于文化领域，开始对预算的各个细节进行询问。
这也是这么多年来，各专门委员会第一次参与政府部门的预算初审。
市人大常委会有关负责人表示，以前，全市各部门的预算编制情况，都是由财经委进行初审，但任务量大，不可能看得很细。从今年起，市人大法制、内司、财经、教科、城建、农村、民侨等7个专门委员会，根据对口的政府部门，对各部门的预算编制和大额专项资金预算编制情况进行初审。这样一方面由于了解情况，一方面参与人员多，能够提出更多有分量的意见。
同时，为提高市人大代表对预算的关注度和监督能力，市人大常委会将建立财经代表小组制度。拟由17个代表团推荐本团2-5名市人大代表，作为财经代表小组成员，参与人代会上和闭会期间预算审查监督的各项活动。
