中国探月工程首席科学家欧阳自远提到，对月球的探测既是科学技术发展的一个必然方向，又会带动科学技术的发展，且探月行动辐射面广，涉及到国防、经济、政治、军事各方面的需要，因此月球吸引着整个地球的目光。
联合国签署的《月球条约》规定，月球不属于任何国家，但允许各国开发利用。这也就是说，谁先开发，谁先得利。欧阳自远指出，新世纪以来美、俄、日、欧空局、印等先后提出探月新举措。在激烈的国际竞争中，中国不能只是保持沉默，必须积极参与，探月是一件非常有益的事，不是金钱所能衡量的。
欧阳自远认为，与其他国家相比，中国月球探测虽然起步晚，但是起点高，有一定的优势，不会重复别人的工作。不过也应看到，载人登月还有其他很多技术难题，如燃料问题、返回时着陆舱与太空舱的对接等。
欧阳自远指出，探月、登月以及后续的科学研究也非一个国家能够独立完成，因此中国非常赞成在探测月球的行动中进行国际科技合作。
