《通知》指出，目前各地正在组织开展2014年度党报党刊发行工作，总体情况平稳有序。同时也要看到，一些非党报党刊搭车发行，一些地方利用行政手段强行摊派或变换手法隐形摊派，严重扰乱报刊发行秩序，严重损害新闻媒体声誉，增加基层负担，干部群众对此反映强烈。各地区各部门要结合当前正在深入开展的党的群众路线教育实践活动，进一步规范党报党刊发行工作，加大违规报刊发行治理力度。
《通知》强调，各地区各部门要充分认识做好党报党刊发行工作的重要意义，认真落实中央办公厅《通知》要求，严格执行党报党刊订阅范围、订阅经费有关规定，实事求是地确定本地区本部门订阅党报党刊的数量，认真组织好人民日报、《求是》杂志等中央重点党报党刊的发行工作。党报党刊要顺应新兴媒体和新型传播方式蓬勃发展、读者的阅读需求日益多元的新形势，改进创新发行模式，积极探索通过新兴传播渠道扩大覆盖面、影响力的方式方法。
《通知》强调，严禁以党报党刊名义搭车发行或利用行政权力摊派发行其他报刊。由各级党组织负责征订的重点党报党刊是指人民日报、《求是》杂志、中央办公厅《通知》中明确规定参照执行的报纸、地方党委机关报刊。其他各类报刊包括党报党刊所属子报子刊均不得列入党报党刊征订范围。各地区各部门不得以党报党刊名义搭车发行或利用行政权力摊派发行其他报刊；不得扩大发行范围，超越公费订阅范围和限额；不得采取电话通知、下发报刊订阅“建议表”、扣发工资等手段强制摊派、变相摊派；不得利用登记、年检、办证、办照、缴费、评比等职权强行要求服务和管理对象订阅；不得将乡镇、村级组织等基层单位订阅报刊情况与工作考核、评优达标挂钩，坚决制止层层加码、突破征订范围和公费限额，增加基层和群众负担。
《通知》强调，任何报刊不得采取提成回扣、赠钱赠物、出国考察、公费旅游等办法进行推销；不得搞有偿新闻或所谓“形象版”扩大发行；不得以舆论监督相要挟征订；不得打着领导机关、领导干部旗号摊派发行；限定发行范围的报刊不得超范围发行。各地区各部门编发的各种内部资料性出版物严格限定在本单位、本系统、本行业内部交流，不得收取任何费用，不得从事经营性活动，不得公开或变相搞征订发行，凡有违规收费、登载广告、公开发行等行为的，一律取缔准印证。
《通知》强调，各报刊出版单位要完善报刊发行规章制度，形成规范有序的报刊发行工作机制。要严格实行编辑业务与经营活动相分离，采编人员和发行人员两分开，严禁给采编人员下达报刊发行任务，严禁报刊记者站从事报刊发行活动。
《通知》要求，各报刊主管主办单位要认真履行管理职责，规范所属报刊发行工作，发现问题及时制止、严肃处理。各地党委宣传部门、新闻出版部门要对党报党刊发行工作加强指导检查，强化监督管理。要主动会同纪检、监察、财政、工商、税务、审计等部门，对报刊发行工作开展督查，对违反规定、影响恶劣的，要坚决查处、绝不姑息，依法依规予以停刊整顿、撤销刊号等处罚。对违反规定的报刊主要负责人和有关当事人要严肃追究责任，构成犯罪的，移交司法部门处置。各地区各部门要对管理范围内的报刊发行情况进行检查，对违规行为要坚决予以制止，并退回征订费用。
《通知》指出，要广泛宣传严厉禁止报刊摊派发行的有关规定，充分发挥舆论监督作用，对查处的违法违规发行典型案例公开曝光。要充分发挥社会监督作用，建立违规发行举报制度，各地新闻出版部门要设立举报电话并在媒体上公布，鼓励单位和个人举报投诉违规违法发行报刊，受理的举报投诉原则上不转交被举报单位自行调查处理。国家新闻出版广电总局举报电话为：12390、010-83138668、83138670、83138291(传真)。
