  面对各项需要落实的任务,有责任心的干部会对任务进行轻重、缓急的先后排序,但也确有一些“油滑”干部只看直接领导的脸色行事。对于他们来说,层层发文开会“雷声大”,但带来的压力小,只有上级的直接要求才能产生现实压力。而从落实的效率和效果看,那种层层传导压力,一级抓一级,责任到人,督促到位的方法,的确远胜于那种层层发文开会的做法。如果中央和省一级重要会议一开、文件一发,往下层级的落实就用行动来说话,以会议落实会议、以文件落实文件的怪现象就会得到遏制。

  如果各级干部囿于部门利益、团体利益、个人利益,不讲整体与全局,缺乏长远观念,没点服从意识,政令的通达必然遭遇各种壁垒。如果都用利益的眼光去打量改革措施,没有胸襟,不讲责任,缺少担当,壮士断腕的勇气从何而来?全面深化改革是一次利益的深刻调整,一些利益固化的藩篱需要敢于突破。要落实改革部署,就必须破除一些干部思想上的利益之障,正确对待利益格局调整,按照中央的要求认认真真走好改革的全国一盘棋。
