“葫芦爹”传言半年终得回应
今年5月初，张艺谋被曝“至少有7个孩子或面临1.6亿超生罚款”的消息在网上热传。江苏无锡计生部门在舆论风潮中表示已就此事开展调查，但相关负责人随后接受媒体采访时表示，张艺谋本人及家人都不在无锡，核查取证工作难度比较大。
5月中旬，知名博主“长春国贸”发文称，始终沉默应对超生事件的张艺谋近日被人拍到身在美国逛街选鞋，看起来心情并未受到国内传闻影响。5月28日，张艺谋接受作家方希采访，在被问及为何不回应传闻时，张回答称“别人一泼脏水我就洗，这一年到头改天天洗澡玩了？我也奇怪这七个娃咋来的？”
11月19日，距超生事件曝光已半年之久，无锡市计生委在接受记者采访时称，他们千方百计联系张艺谋和陈婷，曾派出工作小组赶赴北京去找张艺谋并通过相关单位向张、陈二人发函十多次，但未果，始终没找着人。这一回应又激起舆论风潮，甚至有媒体在头版刊发“寻人启事”帮助计生部门寻找张艺谋。
舆论热议下，张艺谋终于开始动作。11月29日晚，无锡市滨湖区计生局向新华社记者通报称，张艺谋、陈婷的代理人已到达无锡接受调查，处理结果得出后将向社会公布。1日晚，张艺谋工作室又发表公开信称，张艺谋与妻子陈婷的确育有两子一女，愿意接受无锡市滨湖区计生委的调查。
公众为何与张艺谋“过不去”？
对于名人多生了几个孩子的事情，公众与媒体为何牢牢抓住不放？公众半年“猜谜”与当事人“沉默”之间，明星隐私是否能成为特权的挡箭牌、名人作为是否可凌驾于法律之上一直是公众关注的焦点。
不少网友追问：“牛哄哄”的大导演被舆论逼得无处藏身才不得不“现形道歉”、直到现在接受调查的还是“代理人”，如此傲慢态度是否是公众人物应有的态度？名人难道有超生特权？如果没有网络监督，张艺谋超生事件何时才能露出冰山一角？
不仅如此，张艺谋、陈婷代理人到无锡递交材料显得尤为谨慎、低调，而当地相关部门选择周末晚在微博上公布调查的进展，不免引发公众新的非议。面对一起全民动员的超生事件调查，原本就该承担起职责的计生部门为何屡屡表示“无奈”？沉寂半年之久的“调查”为何一向公众披露详情就如此遮遮掩掩？
在“寻人”过程中，某知名演员在接受记者采访时谈及对张艺谋“超生”新闻的看法时表示，“那些精英们，我觉着应该让他们多生一点儿，当然国家宪法不允许，但我从心底里觉得各路精英应该多生一两个，这是对我们中华民族素质的提高。”
如此“奇葩”言论进一步引发社会公众对“名人想生就生”“有钱就能多生”的反感，而地方职能部门对张艺谋名人光环的爱惜和某种关怀，更让人们不得不质疑政府部门的不作为。
1.6亿？57万？计生部门：申报收入立即公布
“超生”终于落实了，接下来，如何处罚成为舆论新一轮关注焦点。
5月中旬，曾有媒体“给张艺谋超生算笔账”，称“28万起罚最高不超过1.6亿。”另一当地媒体近日则给出了更为详细的计算结果：“以张艺谋目前承认的超生情况，如果他和妻子陈婷不符合‘双独’等合法生育第二个孩子的条件，即属于超规多生育两个以上孩子的情况。张艺谋夫妻双方，应以35663元为基准，各自缴纳八倍，共计16倍的社会抚养费，即570608元。如果张艺谋和妻子陈婷符合依法生育二孩的条件，则应以35663元为基准，夫妻双方各征缴4倍的社会抚养费，即285304元。”
据了解，依照《社会抚养费征收管理办法》和《江苏省人口与计划生育条例》相关条款，“社会抚养费的征收，城镇居民以孩子出生前一年设区的市或者县(市)城镇居民年人均可支配收入为计征的基本标准”，应当缴纳社会抚养费的具体标准是：(一)不符合本条例规定多生育一个孩子的，按照基本标准的四倍缴纳社会抚养费；(二)不符合本条例规定多生育二个以上孩子的，按照基本标准的五倍至八倍缴纳社会抚养费；(三)非婚生育一个孩子的，按照基本标准的零点五倍至两倍缴纳社会抚养费；(四)非婚生育二个以上孩子的，按照基本标准的五倍至八倍缴纳社会抚养费；(五)重婚生育的，按照基本标准的六倍至九倍缴纳社会抚养费。
同时，“实际收入是城镇居民年人均可支配收入或者农村居民年人均纯收入二倍以上的，除按照本条第三款规定缴纳社会抚养费外，对其超出人均收入部分还应当缴纳一倍至二倍的社会抚养费。”
无锡市滨湖区计生局对张艺谋的态度表示欢迎，希望张艺谋能按法律法规主动配合，如实申报相关年份的真实收入，用作计算罚款金额之用。
当地计生部门相关负责人2日向记者介绍，接下来将要求张艺谋申报个人收入并向社会公布，如无疑义将按照相关规定收取社会抚养费；如有疑义将严格接受社会监督，待取得有效证据后追加相关费用。
