九老聚首话“得失”
昨天，内乡县衙三省堂前，64岁的老馆长王家恒分外忙碌。
当天上午，他一遍又一遍地向游客讲述着堂前对联的前世今生。
自11月26日习近平对山东菏泽市、县委书记念了此联后，远在河南的内乡县衙，瞬时出现了一股观瞻楹联热潮。
从1987年起，至2002年王家恒一直担任内乡县衙博物馆馆长，当时正值内乡县衙保护、抢修期，关于“得失”之联的重现经过，老人记忆犹新。
王家恒说，他任馆长不久，曾就县衙建筑规制、布局、各主要建筑的功能及室内陈展原貌，在全县范围内广泛走访。
早在1984年10月18日，掌握县衙情况的周照西、王有才等九位耄耋老人也曾被请到了县衙，在那次座谈会上，周照西的一段话，也引起了大家的兴趣。
周照西当时说，他家离县衙很近，小时候自己经常混入县衙玩耍，依稀记得县衙三省堂前挂有一副对联。因为联文读起来朗朗上口，幼年时他就能背诵如流。
那副对联就是：吃百姓之饭，穿百姓之衣，莫道百姓可欺，自己也是百姓；得一官不荣，失一官不辱，勿说一官无用，地方全靠一官。
与会的王有才老人也证实了对联的存在，但又称民国初年之后，就再也没有见到。
名联“复原”
当时，内乡县衙把那次座谈会称为“九老会”，并把复原三省堂楹联，列为县衙整体复原陈展方案之一。
然而，“九老会”之后近7年时间，“得失”之联并未能出现。
1991年4月，内乡县衙召开学术研讨会，北京故宫博物院研究员、国家文物鉴定委员会委员朱家溍，中国历史博物馆研究员、国家文物鉴定委员会副主任委员史树青等一批专家到场。
王家恒抓住机会，就三省堂楹联的有关事项向专家请教，专家们听后称赞有加，皆叹此联为难得的衙署佳联。
朱家溍叮嘱王家恒：此联定是一位有抱负、有作为的为政者之作，一定要依照此联原状制作，若挂于三省堂，定有大获。
可惜的是，当时三省堂已成险房，亟待修葺，朱老的嘱托未能及时落实。直到1992年5月，内乡县衙才根据老人们所描述情形，原状制作了这副楹联，并悬挂于三省堂前抱柱上。
果如朱老所料，此联挂起后，短时间内受到了广大游客交口赞誉。
1993年12月17日，中国古建筑三泰斗——单士元、罗哲文、郑孝燮考察内乡县衙，对此联也是赞不绝口，单老甚至称之为他所见的“国内唯一名联”。
此后，多位党和国家领导人考察内乡县衙，均给予此联高度评价并多次传说。
撰联人之谜
该对联挂出后，尽管获誉无数，但作者是谁却一直是个谜。
1999年5月25日晚，王家恒接到时任南阳市委副书记、市长王菊梅的电话，王菊梅要求内乡县衙尽快查清三省堂楹联出处。
当天晚上，王家恒立即组织会议讨论，决定再次邀请了解县衙情况的老人座谈请教。
第二天上午，当年座谈会九老除周照西等三老已作古，其余六老按时到会。座谈时，其中的马锡瑞老人讲，幼年时，他听在县衙吏房作书吏的爷爷曾多次说过，三省堂那副脍炙人口的楹联，是当时的高知县所撰。而时已87岁高龄的王永昌老人也回忆，印象中三省堂楹联上，刻有“会魁高以永”五个字。
再结合清代《内乡县志》上“高以永，字子修，浙江嘉兴人，康熙十二年(1673)会魁，(礼部会试中单科夺元者)。康熙十九年(1680)知内乡县事”等信息，经过反复推敲、核查，王家恒他们最终确认：内乡三省堂楹联为康熙十二年夺得会魁、康熙十九年内乡知县高以永所撰。
事后王家恒才知道，当时市领导之所以要求尽快查清楹联的来源，是因为不久后党和国家一位主要领导人考察路过南阳。
2000年，北京故宫博物院研究员张志和先生受邀书写此联时，特加上了“康熙十九年知县高以永撰”的注解。
为官楹联自勉警世
其实，在内乡县衙内的“为官楹联”，远不止这一副。在内乡县衙内，各种各样的对联随处可见，共35副。
内乡县衙博物馆馆长王晓杰介绍，楹联文化、官署文化是内乡县衙的两大特色，官署文化突出体现在衙内的楹联上，主要建筑物的门前都有一副楹联。这些楹联对仗工整，笔法遒劲。诸如“为政不在言多，须息息从省身克己而出；当官务持大体，思事事皆民生国计所关。”“欺人如欺天，毋自欺也；负民即负国，何忍负之。”等，大多数是为官从政、为人处世的自勉警世之言。
王晓杰说，即便在今天，人们仍能从这些楹联中辩证地领悟出如何做一个好官。
