12月1日，新疆维吾尔自治区人民政府审议通过并正式对外发布《新疆维吾尔自治区实施〈国有土地上房屋征收与补偿条例〉办法》，明确规定了上述内容。记者了解到，这一办法从组织起草到批准、发布历时一年半；起草过程中，先后两次公开向社会征求意见，还召开了立法听证会，广泛征集社会公众、被征收人、律师、专家学者、征收部门的意见。
这一办法对征收补偿焦点问题的处理上“凸显”了几大亮点：1、严格确定征收范围，规定房屋征收范围内用地不得用于非公益性项目建设，其中，旧城区改建项目在未完成补偿安置之前不得批准实施非公益性项目建设；2、对未办理产权登记的房屋以及与登记不符的房屋，确定了核实认定标准和补偿安置原则；3、明确了房地产价格评估鉴定委员会由自治区统一组建，确保房地产价格评估鉴定的公平、公正及权威；4、对旧城区改建项目征收作出强制性规定，只有90%以上被征收人同意、政府才能作出征收决定；补偿协议签约比例达到90%以上，签约协议才能生效，由征收部门组织搬迁；5、明确了住宅征收补偿价格不得低于同区位新建普通商品房市场平均价格，确保被征收人不因房屋征收而降低居住使用条件。
