巴南区为此邀请拟被公示方、相关单位及区党代表、区人大代表、区政协委员分别召开座谈会。“只要审慎进行，几乎所有人都同意公示。”区纪委一位现场参与的工作人员说：“这是一个好的开始。”
一切都在审慎中进行。
从可行性上分析，科级干部人数众多，逐一考察并不现实，而处级干部的升迁，则是考察的“咽喉部位”——巴南区的干部任前财产公示首先圈定新任处级干部人群。“他们都是新任的区管干部，年龄多在30~40多岁，从年龄、数量和重要性上都是一个比较适中的人群。”巴南区委组织部干部科负责人说。
2012年8月，中共重庆市巴南区纪委、区委组织部印发《重庆市巴南区新提任处级领导干部任前廉洁情况公示办法(试行)》的通知，确定公示对象为“拟提拔担任副处级及以上的领导干部的考察对象”，晋升副调研员、调研员参照本办法执行。

公示的内容范围，是另一个关键。
最让巴南区新任处级干部章雷(化名)疑惑的，是两项公示内容：“本人、配偶、共同生活的子女投资或者以其他方式持有有价证券、股票(包括股权激励)、期货、基金、投资型保险以及其他金融理财产品的情况”及“配偶、共同生活的子女注册个体工商户、个人独资企业或者合伙企业的情况”。
“公务员到底能不能炒股？如果家人无其他工作，难道摆个小摊也不行？”章雷疑惑。
这也是主管此项工作的工作人员在公示推行前期被咨询得最多的问题：“公务员不得违反规定买卖股票或者进行其他证券投资，此项设置的意图，是便于我们了解被公示人是否持有赠送股票或者内部持股等情况，当事人在和我们充分沟通后通常都愿意填报。”

在这张公示表格上，被公示人需要填写配偶、子女移居国外情况；配偶、子女从业情况及家庭房产情况；本人上年度的工资及各类奖金、津贴、补贴情况；本人上年度从事讲学、写作、咨询、审稿、书画等劳务所得……
通常来说，家庭资产较少的被公示人心理负担较小，而因为家庭或者历史原因拥有多套房产等家境较好的被公示人，会有较多顾虑和疑惑。在工作推行中，公示表格中增加了一项统计内容，对新任处级干部拥有私车情况的统计。“这是一个很简单但明确的指标——你家拥有的私车数量和养车费用是否同你的家庭收入吻合？” 区纪委一位负责人说。
“通过正规合法途径，拥有一定财富并无过错，但纪委会根据这些情况，进一步关注。”区纪委一位负责人说：“至少迄今为止，新任官员表格填报时都无太大心理抵触，这被我们视为成功——意味着一切可以继续进行。”
公示之后的长效监督
“很多地区的官员每年都要进行财产动态申报，但这些材料放在信封里，结果如何运用？”一位纪委人员说。结果运用是普遍的软肋。
被公示人员在填报《公示表》的同时，还需填《巴南区新提任处级领导干部任前廉洁情况公示承诺书》，经所在单位党组织签署意见后交干部考察组。《承诺书》内容包括：个人对公示内容真实性的承诺；个人履行党风廉政建设责任制“一岗双责”的情况；个人遵守廉洁自律相关规定的情况。
考察组将收到的《公示表》和《承诺书》一式三份，其中一套交区纪委存档，一套作为干部考察材料和考察情况汇报的内容之一。
将《公示表》和《承诺书》一并张榜公示，如在公示期间无反映的，装入领导干部提拔记实档案和廉政档案；对《公示表》和《承诺书》内容有异议或有反映的，由区纪委、区委组织部负责调查核实，核实结果作为是否提拔任用的重要依据。
“此次公示的主要目的是拍拍肩膀，扯扯衣角，同时在今后的若干年内与处级干部财产申报情况进行比对。”区纪委一位负责人说：“这个公示制度是一个强心针。”
“顶层设计才是关键。比如这个试点，财产公示的切口选为比较基层的新任干部，阻力相对较小，但相关配套政策也应跟上。”一位熟悉公务员群体的人士如此分析：“香港廉政公署成立之后，香港警察的退休保障制度也有所调整，让基层工作人员除去后顾之忧。现在财产公示推行同样需要配套制度的建立，如公务员工资制度的顶层设计。否则一个基层公务员仅凭工资，真是连自住房都供不起。这个群体短期还可以进行心态调整，长此以往又如何？”
清华大学社会学系孙立平则在《重建社会》一书中，从另一个角度提出了另一种顶层设计的可行性：比如规范的现金管理。如果有一个规范的现金管理，超过5000块钱的交易不允许现金结账，必须通过银行走账，事情就大不一样。
