中新网12月5日电 综合报道，刚入12月，中国中东部大部地区再次遭遇持续性雾霾天气。气象监测显示，截至4日18时，中国已有25个省(区、市)都不同程度地出现了雾霾天气。其中，苏皖等中东部地区的霾最为严重，而大雾的“重灾区”则位于西南及江淮地区。
环保部析大面积灰霾成因 多地已达重度污染级别
据了解，本轮雾霾天气的“惰性”较强，基本在华北至江南一带活动，几日来位置变化不大。
环保部4日就我国中东部地区发生大面积灰霾污染做出回应。一是不利气象条件造成污染物持续累积。受近地面静稳天气控制，空气在水平和垂直方向流动性均非常小，大气扩散条件非常差。二是静稳天气条件下机动车尾气排放累积，特别是北方地区采暖期猛增的能源消耗排放，对空气质量造成严重影响。
据对74个城市496个监测点位的空气质量新标准监测网的监测，结果表明：12月2日，盐城、淮安、泰州和南通4个城市空气质量达到严重污染级别，上海、连云港、常州等12个城市空气质量持续达到重度污染级别。石家庄、临沂和邢台等7个城市空气质量达到严重污染级别。哈尔滨，空气质量达到重度污染级别。
各地积极应对重污染 南京发红色预警学校停课

青岛市为此采取了停驶部分车辆等四项应对措施，并于3日16时发布了Ⅱ级大气污染橙色预警，启动Ⅱ级应急响应。预警解除之前，中小学、幼儿园等将停止组织户外活动。
专家析雾霾生成气象背景 雾霾天下周起将明显改善
针对我国遭遇大范围的雾霾天气，有气象专家称，静稳天气是导致本轮雾霾天气的“罪魁祸首”。由于近期我国冷空气活动较明显偏弱，风速小、大气层比较稳定，因此天气条件不仅不利于污染物的扩散，且容易造成污染物在地面附近积聚，从而导致雾霾天气多发。
另据中央气象台预计，5日早晨到上午，中国东部和南方大部地区有轻雾，其中，四川盆地、贵州东部、云南中部、安徽东部、江苏大部、福建北部以及新疆沿天山北部等地的部分地区有大雾，局部地区有能见度不足500米的浓雾。
12月4日至8日，不利气象条件仍将持续，12月8日至11日，受较强冷空气影响，华北中南部至长三角地区等气象条件将明显改善。
