第三次全国经济普查即将正式开始，这是一次站在关键时点的经济普查，也是一次处在复杂环境下的经济普查。
党的十八届三中全会后，全面深化改革的帷幕已经拉开，全面建成小康社会的步伐正在加快。经济普查是重大的国情国力调查，站在中国经济发展进入提质增效“第二季”的关键时点，开展第三次全国经济普查，对于党和政府准确判断经济形势的新变化、掌握经济发展的新情况、把握发展阶段的新特征，科学制定中长期规划，有效实施宏观调控，促进经济转型升级，具有十分重大的意义。
2004年和2008年，我国进行了第一次和第二次全国经济普查，两次普查对摸清国民经济底数、提高统计数据质量起到了重要作用。随着我国经济总量快速增长，我国的经济实力和综合国力大幅提升，经济规模显著扩大，经济主体个数大量增加，经济结构日趋复杂。因此，需要通过第三次经济普查进一步查清各类单位基本情况，摸清全国二、三产业发展规模及布局，准确掌握各种类型的服务业、战略性新兴产业以及小微企业的发展状况。
在经济规模变大、结构日趋复杂的同时，我国经济社会的快速发展、工作生活节奏的加快以及企业、个人保护隐私意识的增强，使得少数普查对象对普查工作的配合度有所下降，统计人员上门调查取数的难度越来越大。在复杂的环境下，第三次经济普查面临着更多的复杂因素和更为严峻的挑战。
经济普查的结果对国家和企业的发展都至关重要，与我们每个人的未来都息息相关。因此，国务院领导反复强调，普查数据必须客观真实、全面准确、可靠可信，必须实打实、硬碰硬，决不能带水分，更不能弄虚作假。
对每个普查对象而言，依法普查是法定义务，真实独立地报送国家统计调查所需的数据，是企业神圣不可侵犯的法定权利。依照《统计法》，任何单位和个人不得干扰企业独立报送统计资料，不得以任何方式要求企业虚报瞒报、伪造篡改统计资料。对各级政府有关部门而言，干预普查对象依法如实填报普查数据，是一种严重破坏党风、政风和社会风气的行为，要结合党的群众路线教育实践活动的开展，加大对经济普查中弄虚作假行为的整治力度、联合执法力度和典型案件的曝光力度，为经济普查顺利进行营造良好的法治环境。
经济普查是一项浩大复杂的国家系统工程，需要各方的支持、配合和共同努力。广大被调查对象是经济数据的直接来源，积极配合普查、提供真实准确的数据，是保证经济普查成功的关键。希望广大被调查对象珍惜、维护自己的这项法定权利，坚决抵制任何虚报瞒报、伪造篡改统计资料的行为。
目前，经济普查马上就要迎来正式登记时点，各项准备工作正进入最紧张、最关键的阶段。经济普查连着你和我，全社会都要旗帜鲜明反对弄虚作假，共同支持、参与、配合搞好第三次全国经济普查，为我们美好的明天提供高质量的数据。
