  京华时报讯(亿者黄海蕾) 日前,北京市人大财经委对北京2014年市级财政预算草案进行初步审查。针对北京公共交通补贴金额逐年上升的问题,市人大建议市政府调整公交定价机制。


  2007年起,北京地铁票价由3元调整为2元,随着轨道交通新线路的增加,客流量的成倍增长,每年政府补贴的负担也在增加。数据显示,2010年,北京公共交通补贴128亿元;2011年156.9亿元;2012年175亿元;2013年预计在180亿元以上,未来估计还会增加。


  市人大城建环保委提出,在当前财政收入增幅较低、财政支出压力较大的情况下,如果维持这样的低票价和财政补贴,负担会不断加重,难以持续。为此,建议市政府科学合理安排公共交通财政补贴,调整完善公共交通定价机制,在体现其公益性定位的同时,适当体现运营成本,减小财政压力,将财政投入更多用于公共交通服务体系的提升。


  专家观点


  公交阶梯票价是国际惯例


  中国道路运输协会秘书长王丽梅表示,在国际上,公共交通采用阶梯票价的方式是惯例,谁乘坐的距离长谁支付更多,这是公平的。此前,北京市政府为了发展公共交通采用普惠式票价,但随着公共交通的不断发展,财政压力也逐年增大。所以,应该适当调整公共交通的价格。阶梯票价可以按照每站或者每段计费的方式,不过制定价格需要参考的因素有很多,需要财政部门以及交通部门进行详细测算。


  交通专家徐康明认为,公交票价是否调整应平衡多方面利益,既要考虑政府财力承受能力是否可以持续,又要考虑费用是否增加低收入老百姓出行负担。按照常规来算,出行费用不应超过低收入人群支出的10%。
