12月5日，人民网陕西频道记者从延安市公安局获悉，薛延河属延安市公安局国保支队民警，延安市公安局对其参与强行扣车的行为，成立专案组，组织专人调查。
延安市公安局对于该事件通报称，12月3日下午15时许，延安市公安局刑警支队侦办的一起涉嫌诈骗案件，在为嫌疑人胡某委托的陕西圣拓律师事务所刘律师办理完扣押车辆发还手续后，李进林和薛延河等十余人在刑警支队院外，手持胡某欠薛延河债务的欠条，声称“胡某欠我的钱，与你们无关”，将刚刚行驶出大门的一辆发还车辆和停放于刑警支队院内的另一辆已返还车辆，从刘律师及随行司机手中强行夺走钥匙，将两辆车开走，事发突然，民警全力阻拦未果，立即驾车追赶并向上级领导汇报。
事件发生后，延安市公安局组织治安、交警、巡警开展对车辆的追查工作，同时，以延安市公安局宝塔分局南市派出所为主，抽调精干力量成立专案组，对李进林、薛延河等人进行了传唤调查。
