　　10月12日上午，在建的重庆丰都长江二桥4号桥墩围堰突然失稳，整体断裂向上游倾覆，造成在围堰中作业的10名工人和岸边1名群众死亡，2人受伤。经调查，“10·12事故”的具体原因为：围堰结构与构造不合理，围堰结构应力超限、稳定性安全储备不足，在水压力作用下，钢围堰在隔舱混凝土顶部位置突发断裂。此外，分部分项工程的程序规定存在严重缺陷，监理环节严重违反工程建设的有关规定也是造成事故的重要原因。

　　据介绍，该起事故已被国家相关部门挂牌督办，相关责任人将根据事故调查报告受到相应的行政、刑事处罚。

　　重庆市安监局相关负责人表示，近年来，高处坠落和危险性较大的分部分项工程引起的事故构成了建设施工事故的主体。据统计，从2008年至2012年，重庆高处坠落事故占建设施工事故的一半以上，2008年以来的27起较大事故中，涉及危险性较大的分部分项工程共有22起，占八成以上。
