　　十八届三中全会《决定》明确提出，限期实现行业协会商会与行政机关真正脱钩，重点培育和优先发展行业协会商会类、科技类、公益慈善类、城乡社区服务类社会组织，成立时直接依法申请登记。

　　李立国表示，四类社会组织的直接登记工作在全国层面和地方各级层面都在逐步试点和铺开。已经成立的四类社会组织与原有业务主管单位脱钩要有一个过渡期，目前民政部正在修订《社会团体管理条例》，下一步还将修订《基金会管理条例》和《民办非企业单位管理条例》，将按照修订的条例依法有序完成原有社会组织的过渡工作。

　　李立国同时表示，在改革社会组织登记管理制度中，民政部门还将加强和改善对社会组织的监督管理，既发挥好民政部门在登记、备案、年检、监督、评估等方面的监管责任，也将会同有关部门做好对社会组织在人事、外事、党的建设等方面的指导工作，还要发挥行业主管部门对社会组织的监督管理职责，通过促进社会组织信息公开，加强社会监督，完善政府和社会相结合的监管体系，增强社会组织的自律意识和能力。

　　李立国在新闻发布会上还透露了有关政事分开的改革进展。他表示，中央统一部署事业单位改革后，中央和地方层面都在抓紧进行事业单位的分类工作，地方试点单位已先行一步，国家层面的事业单位分类工作已经接近完成。

　　“事业单位的分类改革是必然的，但难免会遇到一些改革中的问题，所以要打破利益固化的藩篱，冲破观念的束缚，在有关部门的统一指导和组织下有序进行。”李立国说，十八届三中全会《决定》对事业单位改革提出了要求，相信通过贯彻三中全会精神，这项改革会得以推进。
