这几天，羊城晚报报料热线又收到数位街坊“上街如厕难”的无奈投诉。联想到此前广州国际马拉松赛一纸“禁尿令”吓尿了不少参赛选手，加上今年11月19日是首个“世界厕所日”，不免又勾起关于上厕所的几多新愁旧怨。
去年11月起，在广州市政协委员韩志鹏的呼吁下，广州市城管委陆续公布105个“内厕名单”，其中约一半是政府机关的内部厕所。那么，到底这些政府机关的内部厕所有没有起到“解急”的作用？未列入名单的市直机关是否就拒市民于门外呢？
回访“名单”内政府部门

在已承诺公开的105个“内厕名单”中，记者选择了部门政府机关内厕进行回访，首先是天河区城市管理局和天河区法律援助中心。
这两个政府机关的大门口显眼位置均贴上了“内设厕所，对外开放”标识牌。其中，位于中山大道西的天河区城管局离大门几步远的地方就是厕所，有两个男女共用的厕位。记者观察发现，由于靠近交通主干道，前来上厕所的市民络绎不绝，有男性和女性共同在厕所门前“尴尬”排队。
而在龙口东路的天河区司法局法律援助中心，记者在办事大厅进门左侧看到了对外开放的内部厕所。厕所整体环境整洁，门上贴有“禁止吸烟”标志，此外还附上一个“温馨提示”教市民如何开门。2012年4月，天河区法律服务大厅因拒绝三岁女童入内如厕引发广大网友谴责，随后在2012年11月加入市城管委公布的首批49个“内厕名单”。
窥探“名单”外政府部门
有的粗暴喝退借厕者
在市城管委公布的105个“内厕名单”中，黄埔区、南沙区和增城市无一家政府机关，其中黄埔区公布的“内厕名单”主要是公园和加油站，南沙区集中在酒楼内，增城市将向来“内厕公用”洋品牌快餐餐厅都纳入在内。“公园厕所一向对外开放，列入名单有点敷衍。”市民沈先生坦言，“至于餐厅，不在那里吃饭也不好意思借厕所用。”曾有网友批评：“只字不提政府机关单位，也不提政府在公厕建设上的失职，反而强制带有私人性质的酒店、宾馆、餐饮店开放，有何诚意可言？”
“内厕名单”以外的政府机关是否会拒市民于千里之外？记者近日在黄埔区随机选择两家政府单位进行回访，得到了截然相反的“招待”。在黄埔区司法局法律援助中心，该服务大厅门外没贴有任何厕所标志，对于记者借厕所的请求，大厅内的两位工作人员忙于打电话，记者等候多时仍未理会，最终离去。随后，记者来到广州市社会医疗保险中心询问厕所位置，得到工作人员的耐心指引，但记者发现该厕所环境较差，扫把拖把随意推翻，地上有积水。
105个“内厕名单”中无一家市直机关。记者以普通市民的身份选择了两间市直机关进行暗访。在市政府旁边广州市卫生中心，记者一迈进大门就被工作人员拦住，“站住，干什么的？！”记者回答“借用一下厕所”后，他两次直喝“出去”，并称：“我们这里又不是公厕，不是你想进就进。出去！”
随后，记者来到广州市规划局借用厕所，也被保安人员拦住，但经过一再请求，该保安人员松了口：“出示你的身份证。”随后他为记者指路，“上二楼左转直走就到了。”记者发现，该厕所干净整洁，设备齐全，使用者基本是工作人员。
记者采访发现，到市直机关借厕所的市民实属少见。市民郭先生表示，“挂着政府牌子的，基本连门都进不去，更不用说上厕所了。”

天河区司法局：
成本增加了 不影响工作
政府机关开放厕所，到底会增加多少成本？对其管理秩序有多大影响？羊城晚报记者采访了天河区司法局，得知该局在“女童如厕”风波后增加了厕位和保洁次数，成本全部自己“埋单”，并强调开放厕所不影响其他工作。
羊城晚报：贵局开放了多少间厕所？进出人员是否增多？主要使用者是谁？
天河司法局：大厅内设厕所全部对外免费开放。据观察，每天到大厅如厕的大部分是前来办事的市民。开放厕所后，进出大厅的人员没有明显增多，厕所开放也未对我局工作造成影响。

天河司法局：厕所开放后，我局至今尚未收到群众关于厕所的投诉和不良反映，对我局其他工作也未造成影响。今年，天河区法律援助处被国家司法部授予“全国法律援助便民服务示范窗口”的光荣称号，是全市十二个区(市)法律援助机构中唯一获此殊荣的窗口单位。

“欢迎市民来上厕所”
政府部门厕所面向市民开放，在国内外早有先例。早在2005年，陕西咸阳市政府机关拆掉围墙，撤走门卫和传达室人员，让市民自由出入市政府办公大楼，“欢迎市民来上厕所”。
在欧美等国家的城市里，市民可以随意进出市政府办公大楼，不会遇到借厕所被拒之门外的情况。难怪市政协委员和广州市民要问，人有“三急”，广州的政府部门是否可以借鉴他山之石，开放厕所服务予纳税人？
